WORKING TITLE: Social Worker, Student Well-Being (12 mos) GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of Student and Family Support and Engagement (SFSE), this professional will serve as a direct support to an assigned school in the field and/or serve as a liaison between the department¿s programs, school personnel, families and outside resources. The incumbent will be responsible for providing wellness support, engaging students in conflict resolution, supporting students with emotional regulation, and applying restorative approaches. The social worker will also identify and address social-emotional environmental issues that interfere with student learning and/or the educational process by providing strategic services to students and their families, and by supporting school personnel.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS and the local agencies providing services to youth and their families. Excellent clinical knowledge and skill in working with students experiencing significant social, emotional and behavioral issues and their families. Knowledge of MCPS alternative programs and philosophies related to alternative education. Knowledge of diversion programs for youth (i.e., Substance Use), restorative justice and practices, and rehabilitative practices for youth. Working knowledge of federal, state and local laws, policies and regulations related to special education in general and serious emotional disabilities specifically. Ability to assist in developing and monitoring individualized education programs (IEPs) that include appropriate social skills, behavioral and academic goals. Be familiar with surface management strategies, as needed. Excellent human relations, oral and written communication skills. Must have the ability to work well in multi-disciplinary teams and to function effectively in multiple environments. Candidates should demonstrate competency in working with disadvantaged youth, as well as an understanding regarding structural inequalities that impact diverse populations.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in social work from an accredited college or university. Experience working with students with emotional/behavioral needs. Minimum of five (5) years of paid experience and training which demonstrates successful use of clinical skills in working with such students with behavioral challenges and their families, and related youth programs and agencies. Or other combination of applicable education, training and experience which provides the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: A valid license issued by the Maryland State Board of Social Work Examiners. Must be licensed at the LCSW-C level.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Central office based: transportation required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

REPRESENTATIVE DUTIES: (Incumbents may perform any combination of the essential functions shown below. 1. Develops and implements diversion programs for youth, which may include assisting families in obtaining needed resources; developing and providing parent workshops as needed.
2. Participates in district workgroups related to student discipline, suspension, expulsion and related areas.
3. Provides social work case management services in order to assist school staff and families.
4. Proactively engages families/caregivers/parents and provides information regarding restorative justice practices in a culturally sensitive manner.
5. Makes appropriate referrals to resources/services to facilitate educational, mental health, and behavioral needs of students.
6. Collaborates with program staff and other school system personnel in implementing strategies to promote student learning and/or ameliorate interfering behaviors.
7. Supports schools and administrators with Behavioral Threat Assessments, which may include participation in on-site assessments and debriefing.
8. Collaborates with school counselors, school psychologists, pupil personnel workers (PPWs), ESOL transition counselors (ETCs), parent community coordinators (PCCs) and other supportive staff, including Montgomery County Council and community partners.
9. Provides training around various behavioral/mental health and treatment modalities that are relevant to current trends and situational needs.
10. Participates, as an active member of the IEP team, in making IEP decisions, assisting in developing and monitoring social skills, and behavioral and academic goals.
11. Attends IEP meetings as needed.
12. Conducts home and agency visits related to establishing and maintaining communication and positive connections between school settings and all others involved in student lives around identified issues.
13. Problem solves and identifies prevention and intervention strategies for student success.
14. Provides individual and/or group counseling to students, especially addressing those behaviors/areas of need that led to their placement in this program.
15. Determines and implements appropriate strategies to effect changes in behavioral/social interactions.
16. Conducts classroom observations.
17. Provides staff consultation on behavioral-emotional-environmental factors that impact student learning.
18. Participates on the district crisis intervention team and demonstrates crisis intervention and behavioral techniques to staff and parents.
19. Conducts classroom meetings, psycho-educational social skills groups and classroom presentations on identified areas of concern for the students.
20. Plans and implements new programs or facilitates existing programs to address student needs in areas such as mentoring, substance abuse, etc.
21. Maintains required records and submit appropriate documentation for reports.
22. Completes risk assessments and be familiar with the process, and have the ability to conduct emergency evaluation petitions (EEP) for students as needed.
23. Assists in monitoring the progress of students as they return to inclusive environments within the general education setting.
24. Assists with student-led equity initiatives, student forums, organization of peaceful assemblies and school safety campaigns.
25. Attends meetings and professional development activities as required.
26. Maintains professional boundaries, code of ethics, and confidentiality as well as other duties as assigned.
27. Performs related duties consistent with the scope and intent of the position.
