Resource Psychologist

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provide interventions and instructional supports to schools, provide direct and indirect services for students, families, and schools; and work with families, school administrators, educators, and other professionals to create supportive learning and social environments. These include providing consultation to school personnel and families with referral to available resources in Montgomery County Public Schools (MCPS) and the community at large; and collaboration with public and community agencies serving MCPS students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Has a thorough knowledge of nationally recognized professional domains of practice for school psychologists, including (1) data-based decision making and accountability, (2) varied models of consultation, communication, collaborative problem-solving (including active listening skills) and counseling, (3) interventions and instructional supports to develop academic skills and promote learning, and (4) interventions and strategies to promote social and emotional functioning and mental health. Demonstrates advanced skills and abilities in gathering and using behavioral data to monitor student progress and outcomes of psychological services. Has advanced knowledge of: biological, cultural, developmental, and social influences on behavior and learning; individual differences, abilities, disabilities, and other diverse student characteristics; principles related to diversity factors for children, families, and schools; research design, statistics, measurement, varied data collection and analysis techniques, and program evaluation sufficient for understanding research and interpreting data in applied settings; ethical, legal, and professional standards; school and systems structure; general and special education; evidence-based school practices that promote learning and mental health; principles and research related to resilience, social and emotional learning, multi-tiered prevention and intervention; and, strategies to develop collaboration between families and schools. Ability to do psychologist/department observations and supervision. Excellent oral and written communication skills with ability to speak effectively to both large and small groups. Excellent human relations skills with the ability to establish good relationships with many different types of individuals and groups.
EDUCATION, TRAINING, AND EXPERIENCE: Masters and advanced graduate specialist degree in school psychology, or doctoral degree in school psychology from an accredited college or university. Three years of experience as a psychologist. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements for School Psychologist. National Certification in School Psychology (NCSP) preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Some lifting may be necessary to carry test kits up to 20 pounds. Some stair climbing may be necessary to access school buildings. As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for evening meetings as necessary and telephone calls related to crisis situations, per MCEA agreement. Required to attend school meetings, programs and activities outside the instructional day as mandated by the MCEA agreement. Frequent travel around the county may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Demonstrates positive, collaborative problem-solving orientation with students, parents and guardians, educators, administrators, community members, and colleagues.
2. Provides core services including prevention, consultation, intervention, assessment, and counseling. Services include, but are not limited to:
a. Conducts comprehensive psychological assessments (e.g., conduct observations, collects data, reviews student records, confers with teachers and parents, and interviews students; also includes administration and interpretation of psychological and educational instruments). Completes written psychological reports for individual students in accordance with MCPS Regulation JHE-RA, Psychological Assessment.
b. Completes functional behavioral assessments, develops behavioral interventions plans, and collaborates with teams to gather data and monitor progress.
c. Provides psychological counseling and behavioral interventions, and gathers data to monitor student progress.
d. Participates positively and effectively on grade-level, team, school- and district-level meetings.
e. Supports school-level efforts such as serving as: coach for school-level Positive Behavioral Interventions and Support (PBIS) team, trainer for school-level crisis intervention team; or member of school improvement team or subcommittee. Delivers crisis response and intervention services to students, families and staff members, when needed.
f. Conducts in-services and professional development.
These core services are adapted to the particular needs of each student, situation, and setting.
3. Participates in disciplinary proceedings: expulsions, manifestations, and causation meetings.
4. Participates in mediations, administrative reviews, hearings and due process proceedings, as needed.
5. Fulfills mandates of federal and state law and the expectations of the MCPS Board of Education and school system leadership.
6. Performs related work and other duties as required; additional coverage responsibilities will be assigned at the discretion of the director; coverage responsibilities will be assigned at the discretion of the director.
Provides leadership in the development and implementation of objectives and operational plans for the Division of Psychological Services.
1. Establishes a yearly calendar with the department members to accomplish program goals within a specific timeline.
2. Provides assistance with the development of an equitable psychologist assignment.
3. Attends countywide psychologist meetings.
4. Co-leads regular department meetings to keep psychologists up-to-date on policy, regulations, and new procedures.
5. Facilitates professional development activities for newly hired staff and interns.
6. Manages mentors for newly hired psychologists.
7. Assists with the process for interviewing and hiring interns; finds supervisors; monitors interns progress.
8. Manages the Psychologist Coverage calendar.
Serves as a consultant to principals and other school personnel presenting the psychological point of view on matters such as school processes and procedures involving school psychologists.
1. Serves as a liaison with cluster, county and state personnel.
2. Coordinates the implementation of psychologist-related surveys/reports.
3. Advises on an as needed basis to the Joint Collaboration Committee of Psychological Services (JCCPS).
4. Participates in staff meetings.
5. Supports in-service activities for psychologists.
Participates in interviewing, selecting and evaluating psychologist staff
1. At the discretion of the Directors, may serve as an observer in the evaluation of psychologists in accordance with MCPS regulations.
2. Participates in interviews and other aspects of the staff selection process.
Supervises assigned personnel and facilitates psychologist participation in professional growth and development activities
1. Facilitates communications by conducting regular department meetings and arranging psychologist/administrator meetings.
2. Helps to establish and implement uniform department procedures.
3. Supervises the psychologists and psychology interns and facilitates psychologist participation in professional growth and development activities: (a) Conducts observations and follow-up conferences. (b) Promotes the concept of team effort to implement psychological services. (c) Participates in a variety of national, state, and local meetings/workshops for professional development
4. At the discretion of the director, may serve as a second observer in the evaluation of psychologists in accordance with MCPS regulations.
Serves as account manager for all psychological services funds.
1. Serves as account manager for all psychological testing funds: (a) Works with the Administrative Assistant in maintaining accurate and up-to-date records of all receipts and expenditures of the Division of Psychological Services. (b)Assists in budget preparation by making recommendations related to the needs of the Division of Psychological Services. (c)Helps to manage online psychological assessment sites (e.g. Q-Global, Q-Interactive, MHS, Harcourt-Mifflin/Riverside, etc.) and makes budgetary recommendations based on need and expenditures by psychologists.
Serves as liaison with local parent and community groups
1. Coordinates the communication of psychological information to parents and to the community.
2. Promotes the concept of parent/community involvement within the schools.
3. Coordinates and updates information about community resources.
