SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of Restorative Justice, and Student Leadership the specialist works with staff of identified schools to develop, implement, and monitor Project G.R.A.D (Graduation Requirement Achieved through Determination) a comprehensive school plan to ensure that MSDE graduation requirements are achieved at the standard of 89.5%. The candidate is responsible for implementation and completion of the Project G.R.A.D. plan alongside school teams and shares the results with the appropriate staff. Coordinates the identification and training of Project G.R.A.D. school-based coordinators. Organizes and facilitates professional learning communities for Project G.R.A.D. coordinators. Coordinates, facilitates, and supports school personnel in assessment, data collection, and analysis of formal and informal data for use in targeting and monitoring the effectiveness of academic interventions. Assists and works closely with staff to organize monthly Project G.R.A.D. meetings. Works with the school leadership team on professional development for pre-service days and throughout the school year to roll out local initiatives that provide direct services to vulnerable students who need support in order to graduate. Collaborate with internal and external partners to ensure that students and families receive the necessary supports to ensure student access to learning.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MSDE trends in education, with special emphasis on school improvement, student engagement, and graduation requirements. Ability to work well with staff and students. Ability to build capacity of staff to analyze student achievement data for instructional decision making. Excellent organizational, oral and written communication and human relations skills. Knowledge and the ability to apply the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters from accredited college or university. Five years or more of successful experience as a classroom teacher. Documented experience in the following areas: planning and implementing professional development experiences for school-based staff and making presentations to supervisors; participating as a member of school planning teams; and analyzing and interpreting data. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements. Holds a current Maryland State standard or advanced professional certificate in a teaching area. Qualifications for administrator certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) This is a one year position that will be evaluated each year for decision on whether and how to continue. A maximum of 20 summer supplemental employment (SSE) days may be required. Occasional evening work to meet deadlines or to attend Board of Education, committee, PTSA, or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Designs and articulates a multi-tiered, across level, district-wide plan to address the attainment of graduation requirements utilizing the current state standards.

Coordinates with school leaders to create and implement Project G.R.A.D. actions to assist focus students.

Assists with increasing the efficacy and fidelity of Project G.R.A.D. in schools where growth with graduation rates is essential in order to meet the standard as determined by MSDE.

Assists schools with developing materials and programming to assist with the attainment of the four criteria for graduation readiness: enrollment, academic achievement, assessments, and student service learning.

Operates, supervises, and monitors the development of student centered programming and in schools supports to service vulnerable populations including but not limited to students who are: cultural minorities, effected by poverty, LGBTQI, suffering from trauma, and any other lifestyle insecurities that impede the achievement of graduation requirements.

Compiles data to illustrate the impact of Project G.R.A.D. on student performance and other metrics aligned with graduation requirements.

Continues comprehensive school improvement efforts in identified schools by providing training and individualized follow-up support(s) required.

Provides feedback related to strategy instruction.

Meets with grade-level teachers and/or departments regarding student achievement and teaching strategies.

Assists principal and school staff to analyze pertinent data, root cause, and next steps for increasing graduation rates.

Works closely with individual and small groups of teachers on the specific action items to plan, implement, and evaluate student achievement as it related to the Project G.R.A.D. plan.

Collaborates with the Office of School Support and Improvement, the Office of Curriculum and Instructional Programs, ESOL specialists, and other central office supports to provide schools in improvement with the resources and specific needs related to student achievement.

Assists local school personnel in utilizing formal and informal data to identify target students, plan intervention focus, and assist with the implementation.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
