SUMMARY DESCRIPTION OF CLASSIFICATION: Community schools provide a variety of wraparound services tailored to meet the needs of the students, families, and communities. Under the direction of the Coordinator of Community Schools, in collaboration with the elementary school principal, the Community School Liaison will plan and provide overall comprehensive support for the designated Community School. This position will be a part of the school's leadership and support teams. The Community School Liaison will work with the school's leadership team, school staff, community agencies, parents and other relevant stakeholders to develop a comprehensive needs assessment for the schools and strategic plan to support the community school focus of wrap-around services for students including (but not limed to): extended learning for students in out-of-school time opportunities, expansion of school-based health and wellness services for students, expansion of family engagement and support services for families, supports/programs to improve student attendance and training for school staff and community partners to successfully meet the community schools mission and vision. This position will work in a collaborative partnership between MCPS and MCEA. The Community School Liaison will meet the commitment to students by serving as an advocate, a role model, and a supporter of diversity (e.g., race, ethnicity, gender, developmental differences, learning styles, and exceptionalities). This position will be evaluated by the school principals in coordination with the central office Coordinator of Community Schools.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of child development and learning. Working knowledge of Community Schools and the components mentioned above in supporting student learning and well-being. Commitment to the belief that all students can learn characterized by high content and high expectations for all learners. Demonstrated ability to work with diverse communities. Ability to engage with families and community organizations/agencies to support the Community Schools initiative. Knowledge about a variety of instructional and behavioral management strategies appropriate to the needs of students in community schools. Ability to self-reflect on instructional practices and personal interactions for continuous improvement. Ability to work effectively with administrators, colleagues, central office and school-based staff, students, parents, and community organizations. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in applicable field of education or related field from an accredited college or university. Documented experience with program development and implementation. Experience in developing and facilitating professional development in the areas noted above for the Community Schools. Three years or more experience in community outreach and organizing preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Certification requirements in appropriate field of elementary education or meets the requirements for conditional certification.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to move around the building including stooping, bending, standing for extended periods and moving heavy objects. Crisis intervention may require participating in physical restraints.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) This is a grant supported position through the Blueprint for Maryland's Future. Required to plan and attend school meetings aligned with the Community School initiatives along with programs and activities outside the instructional day as mandated by MCEA contract.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as a member and supports the school-based team with the focus of coordinating and supporting the Community Schools work.

Conducts a comprehensive needs assessment focused on educational programming and wrap-around services for students including (but not limed to): extended learning for students in out-of-school time opportunities including before and after care, expansion of school-based health and wellness services for students, supporting and coordinating the enhancement of behavioral health services, coordinating opportunities for family and community engagement and support services for families, coordinating school enrichment experiences, supports/programs to improve student attendance and training for school staff and community partners.

Coordinates the development of the needs assessment for the community school through a strategic data collection process. Following the development of the needs assessment, the position will develop an implementation plan based on needs identified in the needs assessment and oversee the implementation of this plan.

Coordinates community resources that provide wrap-around services for students and their families and collaborates with organizations and agencies that provide these resources to schools.

Convenes meetings, including after school and through the summer, to coordinate services and programs for the Community Schools initiative.

Develops professional development opportunities for school staff, parents and other stakeholders in the key focus areas of the Community Schools initiative.

Collaborates with principal and other stakeholders to address identified issues.

Takes all necessary and safety precautions to protect elementary students, equipment, materials and facilities.

Maintains accurate and complete records as required by law, MCPS policy and administrative regulation.

Assists the administration in implementing all policies and rules governing the school in accordance with contract language in the MCEA contract.

Under reasonable term is accessible for Community Schools-related purposes outside the instructional day.

Establishes relationships with teams, colleagues, students, parents and community in a culture of respect.

Attends staff meetings and serves on staff committees as required.

Engages in on-going professional learning and development related to effective Community Schools models.

Plans and supervises for appropriate engagement of paraeducators, teacher assistants, and volunteers.

May evaluate/appraise their own effectiveness and demonstrates successful application of skills and information acquired to increase effectiveness.

Strives to maintain and improve professional competence specific to the elementary learner.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
