SUMMARY DESCRIPTION OF CLASSIFICATION: UUnder the direction of the English Language Development (ELD)/Bilingual Unit Supervisor, plans for and administers the reading, math and writing assessments to potential Multidisciplinary Education Training and Support (METS) students and collects, interprets, and reports data to inform appropriate placement of students who qualify for the METS program. Coordinates the identification, intake, and placement process for EML students with interrupted formal education in collaboration with the School Counseling, Residency and International Admissions Office, the ELD Testing and Accountability Center (ETAC), and schools with METS programs Serves as a resource for newly enrolling METS students, parents, and staff members, as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of testing EML students with interrupted formal education and of testing EML/special education students. Ability to work effectively with school based staff members, the METS instructional specialist, ELD testing assessors, and ELD achievement specialist in implementing program accountability tasks for schools with METS programs. Ability to select, develop, administer, analyze, and interpret reading and math assessment data to identify EML students with interrupted formal education who qualify for the METS program. Ability to work with international families to facilitate enrollment in specialized programs. Excellent oral and written communication and interpersonal skills in Spanish and English. Ability to understand and support students in the process of adjustment to the academic and cultural environment in MCPS.
EDUCATION, TRAINING, AND EXPERIENCE: : Bachelor's degree from an accredited college or university. Demonstrated experience in summarizing and reporting assessment results. Demonstrated experience presenting assessment results to school teams and families. Bilingual in English and Spanish required. Bilingual abilities in other languages desired.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds Maryland teacher certification in ESOL/ELD.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Available to work during the annual summer peak enrollment period to support the identification and placement of EML students in the METS program.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Implements and refines the process to accurately identify EML students with interrupted formal education.

Conducts intake interviews with the families of students eligible to enter the METS program and make all necessary arrangements for enrollment in the program.

Processes METS referrals from schools by interviewing families and testing EML students to identify those with interrupted formal education.

Serves as a liaison between METS students, parents, and schools to support the METS intake process.

Administers, scores, and interprets reading and math assessments to determine eligibility for enrollment in the METS program.

Utilizes knowledge of accommodations when testing EML/special education students and collaborates with the special education department and Bilingual Assessment Team.

Assists the ELD supervisor in conducting the biennial MSDE limited English proficient audit for schools.

Maintains and reports data on the ETAC appointment calendar and parent survey.

Assists the ELD supervisor in planning the schedule of additional support staff members during the annual summer peak enrollment period. Lead the ETAC Team and conduct monthly meetings.

Participates in appropriate in-service programs or other professional staff development activities.

Maintains individual METS student files to comply with local, state, and federal accountability requirements. Supports all METS sites with ELD testing and accountability requirements and tasks.

Maintains the Testing material inventory and coordinate the ordering of supplies for the ELD Testing and Accountability Center with the fiscal assistant.

Performs related duties consistent with the scope and intent of the position.
