SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Foundations Supervisor, and in collaboration with the CREA program specialist, school staff, and stakeholders, the CREA evening program manager oversees the day-to-day logistics of the CREA evening program. Uses knowledge of MCPS programs and community resources to assist in determining resources, strategies, interventions, and recommended course placements for Emergent Multilingual Learner (EML) students with limited/interrupted formal education who are unlikely to graduate from comprehensive high schools. Serves as liaison with school system, local community organizations, and government service providers. Evening work required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and skills related to the operation of vocational-technical programs; highly skilled in accomplishing organizational objectives; documented ability and skills to develop and implement plans for the accomplishment of predetermined outcomes; and must possess excellent skills in human relations as well as oral and written communications. Working knowledge of English language development (ELD) levels as they relate to classroom placement. Thorough knowledge of the school system, policies, regulations, procedures, and programs and resources; knowledge of the dynamics of adolescent behavior, behavior management, and interpersonal relationships. Knowledge of instructional programs. Excellent skills in problem solving, conflict resolution, and case management. Knowledge of county, state, and federal requirements applicable to special populations; Skilled in the collection, monitoring, and analysis of data using Synergy and Google Suite applications. Skilled in updating web communications and social media sites. Ability to productively collaborate with other MCPS units as well as local and county agencies. Fluency in English and Spanish required.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university with course work in administration and supervision, education, or social work. Three or more years of experience working with EML students (preferably students with limited/interrupted formal education). Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets (or commits to earn) Maryland state certification requirements in ESOL/ELD within 16 months of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Assists in the supervision of the CREA evening program four evenings a week or more as needed. Required to attend school meetings, programs and activities outside the instructional day as required by supervisor.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists in the supervision of the CREA evening program four days per week or as needed.

Regularly collaborates with the CREA core team, which consists of the CREA Program Specialist, ELD Counselor, Parent Community Coordinator, to manage the evening program and discuss student concerns.

Serves as the primary contact for student enrollment in the evening program; promptly reviews referrals to determine student eligibility and schedule intake meeting with student and family.

Maintains regular communication with home school staff regarding intake status and enrollment decisions.

Collaborates with the core team to organize recruitment events at comprehensive high schools with home school staff and potentially eligible students to maintain full enrollment in the evening program.

Collects data to monitor program metrics, such as enrollment, attendance, enrichment opportunities, and submits monthly data report for the evening program.

Maintains accurate enrollment data for the CREA evening program, updating internal monitoring documents, monitoring attendance, and ensuring correct schedules in Synergy.

Maintains student folders with CREA enrollment documents and ELD folders.

Communicates with home schools regarding documentation needed for files.

Provides support with student behavior in and outside the classroom including intervention process and activities to increase student engagement.

Deals promptly and positively with behavior concerns. Implements identified EL, 504, and IEP accommodations.

Provides input when necessary to develop and/or modify student EL plans, 504 plans, and IEPs.

Collaborates with CREA staff to plan and implement enrichment activities.

Is the main contact and lead organizer for regular enrichment opportunities for evening students.

Collaborates with the Program Specialist for summer retreat.

Assists in coordinating and/or providing class coverage due to staff absences.

Performs related duties consistent with the scope and intent of the position.
