WORKING TITLE: Teacher, ELD Transition GRADE: AD MONTHS: 10
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the school principal and the Department of English Learners and Multilingual Education, plans for and provides professional development opportunities and English language development (ELD) instruction for students who have been identified as eligible for ELD services through the state mandated English language proficiency test. Collaborates with administrators, counselors, teachers and other school staff about individual Emergent Mulilingual Learner (EML) and Reclassified English Language Learner (RELL) students and their current and postsecondary needs; serves as a resource for professional development and information regarding students from other language backgrounds; serves as a resource to interpret the ELD instructional program to parents of students who are EML. To ensure a successful transition for RELL students from school to adult living the ELD Transition teacher collaborates with others to develop and coordinate transition plans and activities, strengthen productive partnerships, and make linkages in the community for students who receive ELD services, serves as a resource for students, parents, staff, and community, as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of second language teaching/learning methods and techniques. Considerable knowledge of English structure, usage and levels of style. Ability to work effectively with administrators, counselors and other school staff in organizing and implementing the ELD instructional program. Fluency in another language, in addition to English, preferred. Ability to understand and support the process of adjustment to the academic and cultural environment in MCPS. Ability to determine what student assessment information is needed and how it can be collected and utilized to develop, implement, and monitor transition planning. Ability to provide language development support in the areas of job development, job coaching and travel training. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds Maryland teacher certification in ESOL/ELD.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend school meetings, programs and activities outside the instructional day as mandated by the MCEA agreement.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Acts as liaison between the ELD Office, EML students and school staff.

Identifies RELLs and monitors the academic progress of these students in content classes.

Provides supports to RELL and select LEP students at the high school level.

Monitors the performance of EML and RELL students in their content classes.

Schedules individual conferences with RELL and select EML students to discuss progress towards academic success and career goals.

Develops and facilitates professional development that is grounded in second language acquisition theory to prepare administrators, ELD teachers, and non-ELD teachers to meet the linguistic, academic, and acculturation needs of EML students at the central office and school levels.

Provides job-embedded coaching support to content teachers across the content areas of English/Language Arts, Mathematics, Science, and Social Studies.

Selects and orders instructional materials to support the professional development and instructional needs of teachers working with EML and RELL students.

Collaborates with the School-Based ELD Counselors and ELD Resource Teachers to support the academic success of EML and RELL students in the school.

Develops and promotes collaborative partnerships in the community to enhance student achievement.

Communicates with families, post-secondary institutions and representatives from community partnerships to promote successful transitions from school to adult living.

Participates in appropriate in-service programs or other professional staff development activities.

Participates in educational management team and collaborative problems solving meetings, as needed.

Maintains records on individual RELL and select EML students that are being monitored. Writes lesson plans for each group taught and professional development plans for groups of adults trained.

Collaborates with school teams to write RELL transition plans.

Performs related duties consistent with the scope and intent of the position.
