SUMMARY DESCRIPTION OF CLASSIFICATION: Provides leadership to teachers in the ESOL department within high schools under supervision of school administration. Supports ESOL teachers in the instructional program, serves as an instructional role model, supports the development of a professional learning community within the department and school, observes and analyzes instructional practices related to teachers' professional growth and evaluation, collaborates with supervisors and colleagues on instructional issues, takes a leadership role in the handling of instructional resources, supports the development of the master schedule, keeps current on content and best practices in the specified subject field, and serves as a liaison to the ESOL office and the school to ensure that all federal and state mandates for English Language Learners are understood and implemented at the local school level. Serves as a liaison with the parents and school community as an advocate for ESOL students and programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the high school ESOL program. Ability to work well with ESOL students, ESOL teachers, content resource teachers, counselors, appropriate ESOL staff, and administrators. Ability to appropriately adapt ESOL instructional programs and materials. Supports the professional development of content teachers to implement effective strategies for English Language Learners (ELL). Ability to monitor ESOL instruction and analyze data to improve the achievement of ELL. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree/equivalency required in Second Language Acquisition or its equivalent in semester hours; minimum three years of outstanding secondary teaching experience in ESOL; meets standard or satisfactory rating on most recent evaluation; demonstrates effective teaching practices. Demonstrates evidence of continuing professional study and work-related growth. Demonstrates skill in working effectively with people.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements in ESOL
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend school meetings, programs, and activities outside the instructional day as mandated by the MCEA agreement.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

A. Liaison Function
1. Serves as liaison between department members and school administration and between department members and appropriate coordinators in matters pertaining to curriculum and instruction, assessment data, and professional development.
2. Meets regularly with the ESOL Supervisor.
3. Meets regularly with school administrators on instructional issues for ESOL students.
4. Keeps principal informed in matters pertaining to the ESOL program and the ESOL department.
5. Serves as liaison between the school and the Division of ESOL/Bilingual Programs for the following:
a. Maintaining records for current ESOL students on the ESOL Survey Module on OASIS (e.g., ESOL student records and testing accommodations).
b. Collaborating with the School Testing Coordinator to plan and administer the state mandated English Language Proficiency test and ESOL exams.
c. Providing feedback to the Division of ESOL/Bilingual Programs on all ESOL curricula and processes for ESOL levels 1-5.
6. Collaborates with appropriate staff to support the ESOL students¿ acculturation process and social and emotional adjustment to school life.
7. Collaborates with appropriate staff to advise students on post-secondary school planning and the college application process.
8. Collaborates with appropriate staff to plan and conduct ESOL parent meetings.
9. Facilitates the articulation process for ESOL students for scheduling and appropriate ESOL level placement.
10. Serves as an active participant in Leadership Team or Instructional Council meetings as needed.
11. Participates in the design and implementation of the local school improvement plan.
12. Attends appropriate central office and school meetings, works with Division of ESOL/Bilingual Programs, and shares information with ESOL department teachers.
13. Participates in student/teacher or parent/teacher conferences as needed.

B. Instructional Leadership
1. Assists in the monitoring of the implementation of the ESOL curriculum.
2. Collaborates with the department, administration, and counselors in the development of the schedule and the placement of ESOL students in appropriate classes.
3. Supports ESOL classroom teachers in the following areas:
a. Classroom organization and management
b. Selecting, locating, and securing instructional materials and other aids
c. Implementing best practices to support the learning of ELL
d. Interpreting student data to identify instructional needs and modifications to the instructional program
e. Increasing student engagement to support student learning
f. Assigning aides and volunteers to effectively support the ESOL program
g. Monitoring daily lessons plans and long-range planning
h.Apprises ESOL teachers of curriculum changes and requirements in field
4. Convenes ESOL department meetings to share information from the Division of ESOL/Bilingual Programs, analyzed data to make decisions, and discuss concerns as needed.
5. Builds cohesive interpersonal relationships within the department.
6. Monitors and supports substitute teachers.
7. Dialogues with consulting teachers and mentors assigned to teachers within the department/subject field(s).
8. Collaborates with content teachers about the performance and achievement of ESOL students in the Mainstream classes.
9. Models effective instructional practices.
10. Ensures the participation of ESOL teachers in in-service activities.
11. Assists counselors and others in determining the best placement for ESOL students.
12. Assists school secretarial staff with classroom coverage in emergency situations.

C. Program and Teacher Growth and Development
1. Assists with hiring prospective teachers for department under the direction of the school¿s administration.
2. Observes teachers formally and informally and conducts pre- and post-observation conferences.
3. Facilitates the planning of ESOL staff development activities.
4. Collaborates with ESOL teachers to develop department goals consistent and aligned with systemwide initiatives.
5. Encourages awareness of research, new trends, and best practices for ELL.
6. Mentors new ESOL staff.
7. Collaborates with the staff development teacher and content resource teachers to plan and deliver professional development to support the implementation of effective strategies for ELL in the content classroom.
