WORKING TITLE: Teacher, SPED Resource Placement & Assessment Services Unit GRADE: BD MONTHS: 10
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the Placement and Assessment Services Unit, serves as the liaison between countywide prekindergarten (pre-K) programs in consideration of placement decisions from pre-K central individualized education program (CIEP) team meetings. Supports CIEP teams by serving as special educator and completing the individual education program (IEP) OASIS/Special Services (O/SS) tool. Provides guidance and input regarding instruction for pre-K students with disabilities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the MCPS early childhood curriculum, learning theory, differentiated instruction, data collection, and research based instructional practices. Thorough knowledge of the MCPS special education pre-K services, IEP, Individuals with Disabilities Education Act (IDEA 2004), and state and federal policies related to special education. Knowledge and experience in the development of IEPs for pre-K students with disabilities. Expertise in IEP tool required. Knowledge of the continuum of special education services for pre-K services. Ability to work well with parents, teachers, other professionals and administrators of students with disabilities. Ability to work effectively with adults in a professional learning community; assess delivery of curriculum to students with disabilities; demonstrate knowledge of best instructional practices; collaborate with all aspects of the school community and the Division of Prekindergarten Special Programs and Related Services. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree or master's equivalency from an accredited college or university in special education, general education, educational administration and supervision, or a related field. Special education certification is required; early childhood special education certification is preferred. Early childhood certification is desired. At least three years of successful classroom experience as a pre-K special education teacher is preferred. At least two different special education teaching experiences are desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements for an Advanced Professional Certificate (APC) in special education.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Summer employment of 20 days required as stated in the current MCEA teachers contract.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides information regarding the continuum of special education and related services in pre-K.
Provides guidance and input regarding instruction for pre-K students with disabilities.
Works with department members and administration in developing schedules and placing students in appropriate pre-K programs.
Works with office staff and supervisor to assist with the development of CIEP team schedules for pre-K students with disabilities.
Dialogues with sitting CIEP team members within the department.
Collaborates on the planning and implementation of professional development activities.
Participates in the design and implementation of the office improvement plan.
Serves as an active participant in office committees.
Performs related duties as assigned.
