WORKING TITLE: Senior Instructor, Junior Reserve Officer Training Corps (JROTC) GRADE: AD MONTHS: 10
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision of the principal; designs, implements, and delivers the Junior Reserve Officer Training Corps (JROTC) curriculum. The work of the class involves presenting courses on military, civics and related subjects, conducting drills and exercises in accordance with prepared lesson plans, instructional materials, and aids provided by the military services with no deviation from the prescribed materials. Acts as the JROTC Department Resource Teacher. Submits required reports, as necessary, and in accordance with the required reports listing. Provide school officials and units guidance before and after inspections. Ensure instructors include Cadets in preparing for inspections and are involved in the after-action evaluation of their results. Conduct department meetings and present professional or in-service training. Monitor instructors¿ professional development ensuring they receive training, feedback and reinforcement to continually improve their teaching skills and credentials. Plan and conduct professional development workshops specifically related to the JROTC curriculum. Establish a plan to train instructors who could not attend annual brigade instructor training. Establish, instill and enforce JROTC standards. Set the example for on-going development. Examples include ensuring units are using Curriculum Manager to teach the current curriculum, verifying Cadet challenge events and Adopt-a-School Program activities are conducted in each school, that units are using the current version of JUMS for records, and that Cadets are involved in managing the data for JUMS.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of military subjects as taught through JROTC programs; working knowledge of instructional concepts and techniques, classroom organization and program mission; Working knowledge of general office clerical procedures and use of common office materials. Ability to work with students effectively as an instructor; ability to identify learning problems and mistakes and correct them; ability to explain military and civics subjects; ability to perform general office clerical work. Knowledge of MCPS and community. Strong interpersonal and communication skills both written and verbal. Knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Retired commissioned Officer with 20 plus years of active duty required. Military training for teaching the NJROTC curriculum in the comprehensive high school. Meets military guidelines for college requirement.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of military certification as a trained NJROTC instructor in the approved curriculum for high school and issued by an appropriate military authority.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to direct JROTC students in military drills and other prescribed physical activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) By military regulation, staff is retired noncommissioned officers. Attend school meetings, programs and activities outside the instructional day as necessary.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

PROGRAM MANAGEMENT

1. Prepares lesson plans and presents courses in the history, purpose and structure of the military services; ethical values and principles of good citizenship; leadership; physical fitness; and military drills and formations and administers, and grades assessments and provides feedback.
2. Prepare and maintain administration and support reference materials required to be available in the school by law and regulations. Submit requests to brigade for distinctive unit insignia and school patches..
3. Manages the unit supply system (NJUMS).
4. Monitors attendance and counsels students as needed.
5. Maintains accurate and complete records as required by law, MCPS policy and administrative regulation.
6. Assists the administration in implementing all policies and rules governing student life and conduct and, for the classroom, develops reasonable rules of classroom behavior and procedure, and maintains order in the classroom in a fair and just manner.
7. Plans a program of study that understands and takes into account the needs, interests and abilities of individuals to ensure Success for Every Student.
8. Establishes learning objectives consistent with appraisal of student needs, requirements of MCPS curriculum framework, and knowledge of human growth and development.
9. Makes provision for being available to students and parents for education-related purposes outside the instructional day when required or requested to do so under reasonable terms.
10. Interpret data from the Army and other agencies to assist in:
(a) Developing favorable public relations.
(b) Improving instruction.
(c) Implementing Army policies in the classroom.
(d) Coordinating and integrating JROTC with other school departments and community agencies.

ACADEMIC DRILL AND PHYSICAL TRAINING

1. Oversees students in marksmanship, training and academic drills and exercises;
2. Assists and accompanies students on summer camps, and field trips assisting with curriculum development and inventorying materials required to support the activities.
3. Counsels students on aspects of military service.
4. Assess cadet uniform and military bearing
5. Instructs and assesses military and leadership drill components
6. Assists with ceremonies at company/battalion formations
7. Assists with organizing community service activities
8. Hosts events including drill, field, rifle, and academic competitions

Performs related work as required.
