SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Safety and Emergency Management, the Employee ID Services Specialist serves as the primary support to the Director in the daily operations of the districtwide employee ID services for Montgomery County Public Schools (MCPS). The specialist serves as a functional leader for the employee ID services team and primary point of contact for internal and external stakeholders, customers and vendors, ensuring efficient operations and compliance of employee ID activities. Supports the director by guiding, coordinating, and facilitating day-to-day activities of the employee identification systems and services, including card issuance, system management, vendor coordination, budget and data tracking, and customer support. The work requires considerable independence, initiative, and sound judgment in supporting daily operations, providing functional direction and addressing emerging needs, escalating complex issues to the director as needed. The employee interacts effectively and professionally with internal departments, school administrators, support staff, central office leadership, and external service providers. The work requires discretion in handling confidential employee information, flexibility to adjust to evolving technologies and procedures, and the ability to implement systems that support security, service equity, and efficiency. Physical Demands: Consistent with office work and requires extended use of a computer, ID card equipment, and other related technology. The position occasionally involves lifting and handling card stock, printing devices, and system supplies. Special Requirements: Available to work evenings or weekends during high-volume periods or in response to emergencies or system updates.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Knowledge, Skills, and Abilities:Extensive knowledge of office operations, business English, process improvement, and documentation practices, and ability to analyze and streamline workflows.  General knowledge of organizational policies, especially related to security and access. Understanding of basic computer systems, databases, and software applications and familiarity with troubleshooting hardware/software issues. Ability to interpret and apply procedures consistently. Strong knowledge of customer service principles and effective communication strategies. Understanding of budget monitoring and inventory control concepts and familiarity with fiscal tracking systems. Working knowledge of identity management systems, card issuance processes, access control technologies, and data security protocols. Ability to maintain confidentiality and operational policies. Proficiency in Microsoft Office Suite and Google Workspace required. Ability to assign work, train and mentor staff, organize and prioritize tasks, and work effectively under pressure. Excellent organizational and interpersonal skills, with a demonstrated ability to provide high-quality customer service while maintaining system integrity and compliance. 
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education, Training, and Experience:Associates degree required and at least 4 years of experience providing administrative programmatic support in a busy office environment, preferably relating to ID systems or system access. Experience working with office technology, databases, or software systems, with demonstrated ability to learn new platforms quickly. Experience coordinating administrative or operational processes, ensuring accuracy and efficiency in task execution. Some experience in the use of ID systems is required; experience in data entry, fiscal tracking, or document management is required. Experience in the administration of identification or access control systems highly preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Certificates and LicensesNone required.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.)Assists the director in daily operations and coordinating all aspects of the MCPS employee ID services program, including the production, issuance, replacement, and control of ID badges. Ensures the proper setup, maintenance, and secure operation of ID card software systems, printing hardware, and access technology. Interprets and applies policies and procedures to ensure compliance with MCPS regulations and applicable data privacy and security standards. Recommends changes as necessary based on operational needs.Maintains documentation, inventory and fiscal tracking records with accuracy.Coordinates with schools and central office departments to support onboarding, role changes, and staff transitions requiring updated identification. Serves as liaison to internal departments and external vendors to resolve issues, evaluate service needs, and ensure proper integration of ID services with other district operations, escalating more complex issues to the director as needed.Monitors fiscal operations related to ID services, including billing, collections, deposits, and budget reporting. Prepares and reviews regular reports on service volume, cost recovery, inventory management, and system performance. Provides direction, assigns tasks, onboards new staff, and addressing service issues of office staff, consulting the director as needed.Responds to inquiries and problems related to ID issuance, troubleshooting issues independently or in coordination with MCPS technology and security teams. Ensures data integrity and secure recordkeeping. Provides access privileges and collaborates with IT and facilities security to align systems with district protocols.Analyzes workflow, evaluates operational procedures, recommends and implement improvements. Supports broader operational and emergency response efforts involving identification and access. Performs related duties as required consistent with the scope and intent of the position.
