WORKING TITLE: Background Screening Specialist I GRADE: 15 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the supervisor of the Department of Systemwide Safety and Emergency Management (DSSEM), facilitates the completion of all aspects of the background screening processes as required by law and by MCPS policy. Performs automated fingerprinting services using prescribed procedures and LIVESCAN equipment; examines, classifies, and identifies fingerprints; maintains fingerprinting and background check records. Facilitates employee I-9 document collection, Child Protective Service (CPS) and recordation of employee demographics; and completes data entry and/or clerical duties in support of the criminal justice system and Montgomery County Public Schools (MCPS). Supports the completion of the employer background review as required by Maryland House Bill 486.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of local, state, and federal security and privacy policies that directly affect MCPS. Ability to obtain pertinent information through criminal background checks within state and federal databases. Considerable knowledge in collecting and analyzing relevant information and data in addition to preparing complex reports to assist in determining the sustainability and eligibility of results for individuals fingerprinted through MCPS. Knowledge of the employer background review required per Maryland House Bill 486. Must be extremely detailed oriented and accurate in reviewing documents and preparing correspondence to clients and staff. Working knowledge of business English and spelling. Demonstrated ability to use standard office equipment and software, MS/Office Suite, efficiently and effectively. Thorough knowledge and experience in handling confidential information with care and discretion while observing the Privacy Act; Knowledge of preservation and disclosure procedures of personal information to include requests for information from 3rd parties. Ability to understand and utilize complex database systems. Ability to manage multiple complex projects and tasks while paying close attention to detail. Strong analytical and problem-solving skills required. Must be detail oriented and highly organized while adhering to established deadlines. Excellent oral and written communication required. Must be customer service driven. Skilled in using all MS Office applications. Ability to make decisions based upon experience, good judgment, and established departmental policies, procedures, and regulations. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from high school and two year of experience working in a high-volume office environment providing detailed work tracking client/customer status and performing a variety of personnel processing work. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must complete fingerprinting training and certification required by the Maryland Department of Public Safety and Correctional Services within three months of hire. Must obtain training and certification as a notary public within one month of hire. Additional training and certification requirements to be completed at the discretion of the supervisor.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position requires sustained operation of keyboard devices, twisting, turning, stooping, bending, walking, lifting, standing, and sitting.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Annual leave limited during the summer season. Must pass background check, with acceptability determined by the Maryland Department of Public Safety and Correctional Services. Certificate for fingerprinting from Maryland Criminal Justice system.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Facilitates and documents the completion of all background clearance processes for employees, volunteers and contractors.

Performs automated fingerprinting services for prospective employees, parent volunteers/chaperones, and contractors using prescribed procedures with LIVESCAN equipment.

Provides offsite mobile fingerprinting services as requested.

Examines, classifies, compares, and identifies prints by analyzing ridge characteristics.

Ensures all fingerprints are clear and identifiable in order to meet State and Federal standards and to avoid rejection.

Enters all background check results in associated federal and state systems, in addition to MCPS databases, in a timely manner.

Responds to unscheduled priority requests for fingerprinting services as identified by the supervisor.

Collects and processes associated fees.

Accurately manages and maintains receipts for recordkeeping.

Facilitates the process of completion for employee I-9s and CPS requirements.

Facilitates and documents the HB486 process and records updates to candidate status in appropriate MCPS databases.

Connects with new employee candidates and their current/former employers to support the timely completion of the HB486 process.

Completes recordation of employee demographics.

Provides excellent customer service for individuals receiving background-screening services.

Performs effective and efficient data entry and recordkeeping functions in support of departmental operations.

Receives, sorts, and distributes incoming and outgoing correspondence.

Completes employee and/or contractor badging/identification.

Compiles analytics and prepares reports as needed.

Performs related duties consistent with the scope and intent of the position.

Works collectively with other MCPS departments to provide supporting services as directed by the supervisor.

Performs other duties as assigned.
