SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, collaborates and works with the Department of Human Capital Management (HCM) staff to coordinate the staffing of the Division of Maintenance and Operations (DMO) positions. Facilitates and prepares interviews for vacant positions and collaborates with HCM to address the hiring and staffing needs of DMO. Responsible for pre-employment hands-on and written skills testing for applicants. Coordinates and manages new employee orientation at each service center. Coordinates and schedules drug and alcohol testing. Assists in implementing methods to achieve current and long-range staffing plans for DMO positions. Maintains hiring, training, and testing records; tracks training requirements for existing DMO employees and coordinates training schedules and timely completion to ensure compliance and to promote high standards of skills and performance of DMO staff. Oversees scheduling and preparation of training sites to ensure all components are properly set up and utilized. Records and tracks employee complaints and personnel matters in the division and refers them to the appropriate office and/or supervisor for follow-up, action, and response. Provides support to all recruitment and employment policies, analyzes division requirements, and maintains clear communications with HCM regarding all staffing needs. Ensures compliance with all legislations and assists in determining staffing and budgetary needs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of personnel policies, procedures, and regulations, particularly those related to facility maintenance and operations. Ability to lead and train others. Knowledge of facility work order systems. Knowledge of COMAR requirements and procedures and federal drug and alcohol testing requirements for positions requiring a Commercial Driver's License. Excellent communications skills are needed to clearly communicate rules and procedures. Strong organizational and record-keeping skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High school diploma or GED required. Bachelor's degree preferred. College coursework in facilities, management, human resources, or other related fields desirable. Progressively responsible experience in a busy office environment, including some supervisory experience desirable. Other combinations of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Collaborates and works with the Department of Human Capital Management staff to coordinate staffing of the Division of Maintenance and Operations positions.

Coordinates and facilitates interviews, hands-on skills tests, drug and alcohol tests, and written skills tests for selected candidates.

Reviews and processes employment applications and interviews applicants. Reviews and evaluates applicants¿ qualifications in accordance with MCPS policies and applicable federal, state, or local law.

Collaborates with DMO¿s staffing data support specialist to maintain all DMO staffing and hiring data.

Checks driving record and state-wide alcohol and drug testing databases.

Attends job fairs to recruit personnel. Coordinates job fairs for the division.

Works with timekeepers to resolve payroll issues stemming from inaccurate database information.

Reviews staffing reports in order to properly assign employees to service center teams based on a need.

Supports staff development specialists in scheduling and coordinating training for maintenance and operations staff.
Oversees the Higher Level Assignment (HLA) process.

Assists with marketing and recruitment activities.

Performs related work as required.
