Substitute Teacher Staffing Specialist

WORKING TITLE: Substitute Teacher Staffing Specialist GRADE: 20 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction performs a variety of professional duties required to plan, organize, and manage the recruitment, processing, training, placement, and separation of short term teacher substitutes (STS), part time employees and applicants wanting to become substitute classroom teachers or Home and Hospital Teaching (HHT) substitutes. Ensures programs, procedures, and/or practices are in accordance with applicable laws and regulations of the Maryland State Department of Education (MSDE); Ensures substitute personnel data base is current and accurate; monitors and maintains a computerized Substitute Employee Management System (SEMS); schedules and conducts orientation sessions for new teacher substitutes and support staff. Meets with school faculties and other employee groups to review substitute assignment procedures and SEMS and resolve substitute assignment issues.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of personnel policies, procedures and regulations, particularly those related to the assignment of substitute teachers. Considerable knowledge and use of typical PC hardware and software applications such as desk/laptop computer, promethean board, overhead projector, fax machine, and copy machine, MS Office products, Filemaker, TRON, MS Office, Fortis, SEMS, HRIS, ATS and HRO or similar products. Knowledge of the philosophy, theories, goals, procedures, and activities required to manage a public school substitute employment program; Knowledge of office management principles and practices and unemployment hearing procedures. Ability to lead and train others. Ability to quickly analyze problems and make on-the-spot decisions effecting substitute assignments. Excellent communications skills needed to clearly communicate rules and procedures and to defuse emotionally charged calls and inquiries. Strong organizational and record keeping skills. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors Degree preferred. Completion of college coursework in human resource practices, business and/or related courses preferred. Teaching experience preferred, but not required. Minimum five years of progressively more responsible Human Resource (HR) experience, three of which shall have been in administrative support in human resources staffing or central office setting preferred. Experience using HR software programs such as SEMS, Unicenter help desk tickets, or similar software desireable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises the calling (STS) teachers and provide principals and staffers with a list of possible Long Term Substitute (LTS) teacher candidates.

2. Develops creative strategies for recruiting and maintaining qualified substitute personnel

3. Creates all deletion and termination letters for directors signature.

4. Recruiter on Applicant Tracking System (ATS) for all substitute teacher and Home and Hospital Teaching (HHT) program.

5. Reviews substitute teacher applicant profiles, reviews qualifications with staffer and advises on candidate interview potential.

6. Responds to inquiries from school administrators and staff regarding procedures for interviewing, hiring, dismissing substitute teachers

7. Provides bi-weekly unfilled rates report to Director and Associate Superintendent of OHRD.

8. Presents substitute teacher requirements and procedures at Assistant Principal (AP) Training sessions, as requested.

9. Collaborates and with partnership supervisors with processing/hiring their interns for substitute teaching positions.

10. Attach documents to applicants profiles on ATS from Sub Drop box

11. Collaborates with principals and MCEA representative in resolving issues relating to substitute teachers.

12. Liaison to staffing assistant in assisting in identifying the appropriate staffer to when scheduling interviews with prospective substitute teacher candidates.

13. Functional leader on project team for substitute teacher technology for new or upgraded software.

14. Determines desirability of calling teachers with unsatisfactory performance evaluations.

15. Processes personnel transactions for substitute teachers.

16. Conducts substitute teacher orientation sessions.

17. Directs the calling work of full and part-time employees in the substitute office.

18. Monitors and maintains the SEMS in liaison with vendor computer service representatives on system operational problems and enhancements.

19. Monitors and responds to Unicenter help desk tickets-regarding SEMS researching and resolves errors.

20. Creates daily report on substitute teachers filled rate from SEMS

21. Provides data for state unemployment hearings and provides testimony as requested.

22. May attends hearings and may provide testimony.

23. Performs related work as required.
