SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the General Counsel and other legal counsel and staff in the Office of General Counsel, performs varied and responsible office and secretarial support dealing with non-routine matters requiring research, investigation or analysis of current issues of interest to the office. Employee exercises considerable initiative by anticipating requirements of legal counsel and staff for information, assembling information for reports coming due, filing, and tracking events or situations to keep legal counsel and staff informed. Coordinates work with administrative service managers of executive level offices and other staff within MCPS, as well as in the offices of other attorneys and in other organizations, requiring judgment in arranging meetings and communication matters. Employee ensures, either personally or through others, that office support is available on a timely basis to serve the Office of General Counsel, that adequate supplies are on hand, and that equipment is in good condition.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of business English, spelling, general vocabulary, arithmetic and legal secretarial procedures and practices. Considerable knowledge of modern office practices, procedures, and word processing equipment to complete word processing tasks, and an understanding of the general organization and functions of the major units of MCPS. Some knowledge of, or interest in, researching and reading legal issues affecting education. Ability to keep complex records, assemble and organize data and to prepare reports from such records. Ability to compose memoranda and letters from general instructions and to take rapid and accurate notes from individuals or at group meetings are essential. Ability to carry out continuing assignments on own initiative, and handle confidential and controversial matters with judgment and tact. Good oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree with course work specific to the legal field preferred. Two years or more experience in the legal secretarial field creating, and maintaining legal documents, such as summonses, motions, subpoenas, etc., conducting research and reading legal articles, creating client accounts, and related fiscal work preferred. Some experience in Montgomery County Public Schools preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Sustained operation of keyboard devices.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Performs skilled word processing by producing a variety of documents from rough draft copy, verbal instructions, sketches and brief notes: utilizes full capability of equipment to create style sheets, move or merge text, edit and proofread to ensure accuracy and completeness; check spelling, do arithmetic, create mailing lists and form letters; produces charts, graphs and tables; generates tables of authority and tables of contents; maintains electronic data files of documents following established procedures for creating backup files, purging files, and storing files.

Receives and screens visitors to office, answers inquiries by telephone and in person regarding unit operations, procedures, programs and services, explaining requirements and assisting callers/visitors in completing forms or other actions; maintains office or unit records for program and processes actions.

Maintains highest level of confidentiality of all MCPS information, records, and files.

Manages supervisor and/or staff calendars and commits appropriate staff to appointments; makes travel arrangements and processes travel vouchers; receives, screens, routes, logs mail, answers telephones and takes messages; and tracks and responses to requests for legal services.

Attends meetings, takes notes, and prepares written materials from meeting notes.

Creates and maintains, indexes, and controls for all records generated by legal counsel and staff both paper and/or electronic case files.

Researches and compiles information as requested by legal counsel and staff.

Prepares and proofreads legal briefs, depositions, memoranda, cover letters, pleadings and other legal documents from written notes, drafts, and verbal instructions; formats and organizes material in accordance with standard legal practices using word processors.

Prepares Board of Education policies and MCPS regulations from rough copy through final, approved documents and documents and records subpoenas, as needed.

Initiates actions to keep staff informed of department and school system operations; assembles needed files and data for meetings; prepares agendas and draft presentations.

Maintains correspondence controls such as tickler files; follows up on assigned responses, due dates, reviewers and signatures; ensures that system wide correspondence guides and formats are adhered to within the office.

Prepares Board of Education packages for review and action, which involves assembling all required documents, editing and correcting materials, preparing charts, tables, and memoranda.

Serves as resource on communications and related policies and procedures. Maintains all records generated by legal counsel and staff, including confidential files.

Maintains administrative manuals and guides; updates with new issuances as they arrive and ensures that office possesses full and complete sets of such items; researches such materials to locate applicable guides for supervisor, staff or own use; interprets and applies such guides to office management operations.

Works with schools and offices to gather information, track, and process responses to subpoenas and other requests for information.

Utilizes resources appropriately to complete work in the most efficient manner. Proactively communicates the status of work.

Participates and contributes fully as a team member.

Produces correspondence, reports, charts, and other materials using numerous data management techniques to enter, edit, print and file information; maintains and updates electronic databases.

Develops spreadsheets and databases and handles and distributes mail and pony mailings.

Assists in preparation of paper and electronic court filings and responses to document/discovery requests.

Calls court clerks and other offices or organizations for logistical information regarding filings or pending matters.

Maintains office supplies; arranges for equipment service; arranges for building service assistance as needed.

Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
