SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises and manages the operations of the school's administrative and main offices and its staff. Ensures that school office and related administrative activities are conducted in accordance with established policies and procedures, makes decisions involving office routine and procedures, performs the more difficult and complex work, and leads and trains other office staff. Provides support to the principal's administrative duties, including first-line response, scheduling and correspondence, reviews all outgoing correspondence for format, spelling, punctuation, and grammar before submitting for assigned administrator¿s signature. Incumbent is responsible for interacting with all aspects of the school community and the school system.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of modern office practices and procedures; office management; standard records procedures; business English; and computer knowledge and proficiency to include multiple word processing, spreadsheet, and financial record systems. Ability to handle multiple tasks simultaneously, independently, and proactively; meet deadlines; maintain confidential and important operating records and prepare reports from such records; compose letters and other correspondence in response to inquiries; deal effectively and courteously with the school community; and exercise sound judgment and discretion in applying and interpreting school policies and procedures. Demonstrates commitment to students; high degree of professionalism; and excellent problem-solving, organizational, communications, and interpersonal skills with minimal supervision. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Minimum five years of progressively more responsible experience, three of which shall have been in the school secretary I/II class in a school setting. Training in personal computing sufficient to perform complex word processing tasks and to possess a working knowledge of spreadsheets and databases. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Designated positions may require sustained operation of keyboard devices.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises, manages, schedules, trains, monitors and provides coverage in the operations of the school's administrative and main offices and its staff.

Ensures that school office and related administrative activities are conducted in accordance with established policies and procedures, i.e., maintenance of vacancy database, school directory, school web page, outlook moderator, etc.

Establishes office procedures and routines.

Performs the more difficult and complex office work, independently.

Schedules appointments, handles telephone calls, reads and distributes incoming mail, responds to inquiries, prepares/composes responses, and follows through on administrative tasks.

Reviews all outgoing correspondence for format, spelling, punctuation, and grammar before submitting for assigned administrator¿s signature

Maintains employee evaluation systems records and monitors related documentation.

Manages and processes payroll and monitors leave requests and substitute teacher assignments. (ES & Special School processes payroll for all school staff and outside stakeholders, A&S, Teacher, and Support Staff.)

Processes confidential documents, records, and evaluations for staff and students.

Participates in school security situations, including the local school crisis plan.

Acts as security point person and report to the appropriate staff member. (ES).

Update and maintain the emergency kit.

Program/reprograms the magnetic keyless entry cards; manages and distributes school building keys.

Oversees parent/child re-unification plan. (ES only).

Participates in preparing local school crisis plan and serves as a member and record keeper for the On-site Emergency Team (OSET)

Manages and updates the School Improvement Plan (SIP) allocations, PLCI, Title I Grants, as required.

Administers all main office responsibilities for summer workload, activities, and preparation for the opening/closing of school.

Supports summer school activities, providing support for teachers, students, and parents.

Provides guidance to staff on personnel policy and procedural issues.

Serves as point-of-contact for parent-teacher association, partnership programs, and community groups.

Provides guidance and direction to students on a variety of office-related issues during the school day.

Provides and monitors student in school detention.

Participates in development and maintenance of the master calendar, ICB calendar, PTA, Staff calendars and related schedules. Prepare the ICB accounting report. (ES only).

Orients new staff to office and school procedures and practices.

Provides general and specific information and guidance to a variety of stakeholders.

Assures compliance with deadlines for all MCPS/OSP activities.

Responds, resolves, diffuses administration, teacher, student, parent and community inquiries and issues.

Makes decisions and manages all day-to-day operations and administrative matters.

Schedules and manages the principal's calendar, assistant principal, staff calendar. (ES only).

Verifies the monthly position management report and follows up with OHR to ensure accuracy.

Serves as the back-up to the health room. Legal issues, blood pathogens, not trained to be in the health room. Nurse fills out forms and designates sec as back up.

Maintains and updates the MCPS Serious Incident Report database.

Create and ensures all criteria for extra-curricular activities are met and follows MCPS regulations, i.e., payment of stipends and contracts.

Sits on interview panels for administrative and supporting services positions.

Organizes school job fair logistics; schedules interviews, collects resumes, prepares interview sheets and packets, etc.ES Only.

Manages financial transactions, including writing and signing checks.

Acts as point person for Financial Management System (FMS), for the entire school.

Prepare, facilitates, and participates in all internal audit functions for the school and follows up.

Communicates, trains school staff, students, and parents, on all policies and procedures relating to financial functions, i.e. obligations, fundraisers, independent activities, etc. of the school.

Prepare and file all MD state sales tax returns, monthly/quarterly.

Acts as construction liaison between school and stakeholders.

Manages and reconciles the IOU delinquent lunch accounts.

Set up and maintain school bell schedules.

Create and maintain fire drill plan, and report to appropriate MCPS staff and Fire Marshall.

Coordinates the fire watches when fire alarm system is disabled.

Obtain, confirm, and verify student personal information and input data into Oasis. Notify appropriate school staff.

Sets up and arranges conferences and meetings, (Activities may include order food, setting up, advertising, etc.).

Organize school wide events with all interested stakeholders, i.e. walk to School day, Grandparents day, etc.

Participates in student physical restraint team. Behavior management.

Obtain, confirm, and verify student personal information and input data into Oasis.

Notify appropriate school staff.

Provides announcement to community by utilizing Connect-ed, school sign board in front of school.

Participates in the Balridge leadership team.

Monitor, schedule and follow up on transportation issues for students. STAR

Monitoring before/after school student care, as needed. i.e. students left after school.

Acts as summer registrar and backs-up school secretary.

Create and maintain summer student enrollment, students section, and classroom assignments in order to maintain the organization plan.

Create and distribute a regular school and staff newsletters to students, parent on a regular basis.

Participates in all school sponsored training mandated for the position.

Maintain suspension letter and sends correspondence to parents.

Monitor and facilitate substitute hotline facilitates classroom coverage.

Facilitates all field trip activities/buses and logistics.

Manages logistics for receiving students who participates Special programs and the logistics.

Liaison for reporting all worker related accidents.

Organizing and coordinating translation services when required.

Coordinates translation services for correspondence.

Manages, reconciles, AMEX accounts.

Maintain office supply inventory.

Arrange for repairs Copier/fax repair/maintenance & supplies.

Organize, monitor, schedule Parent/Teacher conferences, Magnet testing/application process.
