SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, manages the operations of the school's main offices and its staff. Ensures that school office and related administrative activities are conducted in accordance with established policies and procedures, makes decisions involving office routine and procedures, performs fiscal support and management including, assisting with grant management, processing payroll, and other fiscal responsibilities. Leads and trains other school clerical staff. Answers phones and serves in the front office as greeter, primary point of contact for parents, staff and other visitors for all school-related matters and community use of school buildings. Responsible for collecting funds and facilitating arrangements for field trips, ordering and receiving, assisting with security matters and student behavior. Provides support to the principal's administrative duties, including first-line response, scheduling and correspondence, reviewing all outgoing correspondence for format, spelling, punctuation, and grammar before submitting for assigned administrator's signature. Responsible for interacting with all aspects of the school community and the school system.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of modern office practices and procedures; office management; standard records procedures; business English; and computer proficiency to include multiple word processing, spreadsheet, and financial record systems. Ability to stay organized and manage funds, perform banking, accounting or bookkeeping duties. Math skills required. Ability to handle multiple tasks simultaneously, independently, and proactively; meet deadlines; maintain confidential and important operating records and prepare reports from such records; compose letters and other correspondence; interacts effectively and courteously with the school community; and exercise sound judgment and discretion in applying and interpreting school policies and procedures. Demonstrates commitment to students; high degree of professionalism; excellent problem-solving skills, organization, communication, and interpersonal skills with minimal supervision. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Minimum five years of progressively more responsible experience in a secretary or clerical role, three of which shall have been performing clerical work in a school setting. Experience in accounting, finance, banking or related field. Management experience preferred. Training in personal computing sufficient to perform complex word processing tasks and to possess a working knowledge of spreadsheets and databases. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

Performs complex office work independently.

Oversees all main office responsibilities and operations, providing support and guidance to students, staff, and the community regarding various issues, operations, policies and procedures; establishes and maintains office procedures and routines.

Maintains office staff schedules and facilitates training for clerical staff.

Supports staff, operations, and activities during the summer; supports the preparation for the opening and closing of school.

Ensures that school office and related administrative activities are conducted in accordance with established policies and procedures, i.e., maintenance of vacancy database, school directory, school web page, outlook moderator, etc.

Schedules and maintains the master calendar as well as calendars for the principals and other school organizations, arranging appointments, conferences, and meetings.

Supports the planning and implementation of school meeting and school-wide events.

Receives calls, gathers information, researches and resolves inquiries, issues, and complaints presented by student, staff, and the community. Refers inquiries to appropriate staff for action and follow-up if necessary.

Reviews, proofreads, and edits correspondence, and other written materials to ensure conformance to MCPS protocols, policies, and regulations, and timely delivery.

Maintains confidential records and databases as needed, including verifying monthly position management reports and maintaining the MCPS Serious Incident Report database.

Performs various fiscal or accounting tasks, including, managing and processing payroll; processing school related financial and grant transactions; maintaining accounting system with monthly reconciliation for the receipt and disbursement of the school's Independent Activity Fund (IAF); collecting, verifying and depositing cash, checks for various programs and events; issues receipts; verifies pre-approval and disbursement procedures for check transactions; processes procurement requests; processes and tracks vendor orders, receipts and resolves deliver/product issues; and prepares reports and documents for monthly bank reconciliation.

Communicates with and trains school staff, students, and parents, on all policies and procedures relating to financial functions, i.e. obligations, fundraisers, independent activities, etc. of the school.

Assures compliance with deadlines for all MCPS/School Cash Online activities.

Manages financial transactions such as writing and signing checks; manages principal payroll and JP Morgan transaction approvals.

Acts as point person for the Business HUB for the entire school.

Prepares, facilitates, and participates in all internal audit functions for the school and follows up.

Prepares and files all Maryland State sales tax returns, yearly, when applicable.

Manages and reconciles the IOU delinquent lunch accounts.

Participates in school security situations, including the local school crisis plan. Acts as security point person and reports to the appropriate staff member. May also assist with other security matters such as swipe cards, managing security systems and contacting security teams when appropriate.

In collaboration with administration and assigned school staff, manages the entry of visitors to the school via the Visitor Management System.
Contacts appropriate central office(s) to report during emergencies such as, lockdown and shelter incidents, bomb threat, and missing children.

Assists with the maintenance of the emergency kit.

Manages and distributes school building keys. Maintains parent/child reunification plan, as directed.

Participates in preparing local school crisis plans, may serve as a member and record keeper for the On-site Emergency Team (OSET). May be asked to serve as a member of the school's crisis team.

As directed, maintains and organizes staff records and assists with maintaining student records during the summer.

Administers all main office responsibilities for summer workload, activities, and preparation for the opening/closing of school.

Supports summer school activities, providing clerical assistance to teachers, and assistance to students, and parents; maintains summer files and enrollment.

Serves as point-of-contact for parent-teacher association, partnership programs, and community groups.
May be asked to monitor students in-school student intervention or after school until parents arrive

Maintains confidential records and databases as needed, including verifying monthly position management reports and maintaining the MCPS Serious Incident Report database.

Serves as the back-up to the health room.

Monitors extra-curricular activities to ensure all criteria are met and follows MCPS regulations, i.e., payment of stipends and contracts.

Monitors professional learning community activities and grants.

Organizes school job fair logistics; schedules interviews, collects resumes, prepares interview sheets and packets, etc.

Sets up and maintains school bell schedules in the PA system as directed.

As directed, maintains and updates fire drill plans, and shares with appropriate MCPS staff and Fire Marshall. Coordinates the fire watches when the fire alarm system is disabled.

Assists with obtaining, confirming and verifying student personal information and inputs data into the student information system, as needed.

In collaboration with the administration, provides announcements to the community by utilizing approved platforms; creates and distributes staff and school newsletters on a regular basis.

Assists with the monitoring, scheduling, and followings up on issues related to transportation.

Acts as summer registrar and serves as coverage for the school secretary.

Creates and maintains summer student enrollment, students' section, and classroom assignments in order to maintain the organization plan.

Participates in all school sponsored training and professional learning activities mandated for the position.

Monitors leave requests and the substitute system, and facilitates substitute teacher assignments and classroom coverage.

Facilitates all field trip activities including ordering buses and the collection of funds.

Serves as liaison for reporting all worker related accidents.

Organizes and coordinates translation services when required.

Maintains office supply inventory and arranges for repairs Copier/fax repair/maintenance.

Serves as staff directory manager.

Performs related duties as assigned.
