SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director is responsible for screening admission and placement of incoming international and foreign students in MCPS. Reviews the intake documentation including interpretation of foreign documents and makes decisions about school eligibility of international students. Determines the appropriate grade placement based on the foreign school records presented, age of the student, and the information provided by the students' parents. Refers students to appropriate services during the intake process. Reviews, analyzes, accepts, and completes students¿ registration through MCPS¿s student information system and uploads of all required documentation and a detailed IAE intake form to facilitate the admission and enrollment of the student in the receiving school. Responds to questions from school staff, parents, and the general public about the admission of international and foreign students. Assists and serves as a resource for IAE Intake Specialist Is; assists and troubleshoots challenges and trains specialist I incumbents or new hires as needed. Enters intake information and referrals in Synergy and communicates final 'cleared to school' status and information with parents. Minimizes cultural and linguistic barriers by assisting parents in their native language using the Language Line. Provides parents with specific information about the necessary steps to complete the intake process and have their children enrolled in the receiving school. Evaluates foreign school records as required. Under direction is responsible for implementing maintaining and adjusting constant upgrades in the enrollment process in IAE. Refers students who have already achieved the equivalent of a secondary education to Montgomery College or other alternatives desired by student and family. Serves as the Designated School Official for MCPS with the U.S. Department of Homeland Security. Provides recommendation for F1 and J1 student visas enrolled in MPCS recording the maintenance of nonimmigrant status, and to support timely and complete record keeping and reporting to the U. S. Department of Homeland Security. This is a unique responsibility in addition to the other duties as IAE Intake Staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of current legislation and MCPS rules and regulations governing the admission and placement of international and foreign students. Working knowledge of different school systems in the world. Knowledge of immigration laws and various types of visas, federal, state and local regulations affecting the admission of international and foreign students in the United States. Knowledge of MCPS system and programs, including graduation requirements and credit system at the high school level. Working relationship with the various units that provide services to the incoming international students and families. Familiarity with ethnic/cultural groups, community organizations and government agencies serving the international population. Strong background and experience in computer systems, computer language, including knowledge of Google Suite/tools, Microsoft applications- Excel, Outlook, and Word software programs. Fluency in a foreign language. Ability to work under stress, including evenings and weekends as required. Excellent human relations and communication skills. Strong communication, interpersonal and organizational skills, working knowledge of standard database technologies and their use in reporting. Must be extremely detail oriented and accurate in the preparation of periodic enrollment reports. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Training and course work in education, psychology, computer systems, multicultural educations, etc. desirable. Three years of experience with various office and database applications like Microsoft applications-Excel, Synergy, Google Suite & tools. Experience reviewing immigration laws and various types of visas, and federal, state and local regulations affecting the admission of international and foreign students in the United States. Experience with school and community activities and programs. Experience with different ethnic groups. Bicultural life experience. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Obtains Designated School Official for Homeland Security upon hire. Notary, or ability to obtain within three months of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Designated positions may require sustained operation of keyboard devices and working to meet specific timelines during peak enrollment periods.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Restrictive use of leave of absence during summer and winter peak enrollment periods. Need to work evenings and weekends during peak enrollment periods.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Parent Intake Staff responsibilities:

1. Interviews parents' speakers of others languages to collect personal, school, special needs information regarding their children's enrollment and placement.

2. Reviews and interprets foreign documentation related to the admission of students in schools.

3. Evaluates foreign school records in order to ensure students receive credits for school work completed abroad, in alignment with MSDE/MCPS graduation requirements-Enters intake information in Synergy (MCPS student information system.)

4. Provides parents with information related to grade placement, school assignment, MCPS school programs, and completion of the intake process.

5. Refers parents to ethnic/affinity groups, community organizations and government agencies that provide services to immigrant families.

6. Serves as a resource and support for Intake Specialist Is and assists with training as needed.

7. Maintains close contacts with school intake staff to ensure smooth completion of student's enrollment, including those with more complex residency issues such as unstable housing connecting children to the McKinney-Vento grant.

8. Employs culturally affirming and trauma responsive interactions with diverse MCPS staff, families, students, community partners, agencies, and national/state/local government.

Designated School Official responsibilities:

1. Makes recommendations to F and J visa students regarding maintenance of nonimmigrant status, support timely and complete record keeping, application review, guidance and communication with agencies, families, and report to the U. S. Department of Homeland Security.

2. Maintains IAE exchange student data.

3. Produces IAE exchange student report for IAE leadership.

4. Resource person for all matters related to foreign student visas and exchange students in MCPS.

5. Trains IAE staff in matters pertaining to supporting Foreign student visas and Exchange student review and enrollment.

6. Performs other related duties as required
