Leave Administrator & Workers Compensation Specialist

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the Senior Specialist, Leave and Workers Compensation, implements and administers the Montgomery County Public Schools (MCPS) attendance, leave, and workers compensation policies and practices. Responsible for resolving complex employee questions/issues in these areas. Makes determinations on procedural matters regarding attendance, leave, and workers compensation and their application to specific circumstances. Trains Transaction and Call Center staff in the details of these programs and the required processes to provide excellent customer service. Administers and monitors payments from the Montgomery County Self Insurance Fund to eligible employees. Analyzes and recommends process change to improve customer service and to increase the efficiency of the team. Assists in the development of informative communications that provide employees with key information regarding attendance, leave, and workers compensation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and experience of MCPS attendance, leave, and workers compensation policies and procedures. Thorough knowledge of federal, state, and local laws as they relate to attendance, leave, and workers compensation. Must be knowledgeable of the Americans with Disabilities Act, the Family Medical Leave Act, Maryland Healthy Families Act and an employees privacy protection under the Health Insurance Portability and Accountability Act (HIPAA). Thorough knowledge of the MCAAP/MCEA/SEIU Local 500 negotiated agreements as they relate to attendance, leave, and workers compensation. Thorough knowledge of the Lawson HRIS and ability to use the system to administer attendance, leave, and workers compensation. Analytic and problem-solving skills. Ability and motivation to provide outstanding customer service and to handle difficult and/or emotional customers. Proficient in Microsoft Excel and Word; knowledge of Access. Ability to use Oracle Discoverer or similar reporting tool. Ability to use technology to increase the efficiency and effectiveness of the work. Commitment to confidentiality of private information. Excellent organizational skills. Self-motivated and able to meet deadlines. Excellent communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Other combinations of education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Three years or more of progressively more responsible experience in workers compensation, leave or related experience in human resources, payroll, garnishments or insurance and retirement processing work. Strong experience in customer support and service. Documented experience working in Montgomery County Public Schools or other public human resources administration or educational institution may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Back up for the call center as needed. Ability to work nights and weekends as required. Annual leave limited during specified timeframes. The hours for the position must align with the open hours of the ERSC Call Center.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Resolves individual problems/cases as referred from the Call Center, Transactions Team, HRD staff, employees, or from principals/directors.

Recommends policies and procedures in support of the attendance, leave, and workers compensation programs.

Recommends changes to attendance, leave, and workers compensation programs to comply with negotiated agreements, changes in benefit plans, regulatory and other requirements.

Works closely with ERSC Technology, Reporting, and Systems Support staff to ensure inclusion and fulfillment of functional requirements in system implementations. Works with this unit to develop databases, web pages, handbooks, memos, webinars, videos, etc., to enable wide-spread communication of attendance, leave, and workers compensation policies/practices.

Works with principals/directors, employees, HRD staff, medical professionals, unions, lawyers, and federal/state/local agencies to ensure the fair and consistent application of attendance, leave, and workers compensation policies/practices.

Gives presentations on attendance, leave, and workers compensation policies/practices to employee and management groups and provides critical assessment of such presentations for quality improvement purposes.

Runs verification reports as a means of monitoring the quality of and compliance with attendance, leave, and workers compensation policies/practices.

Reviews data reports to identify employees reported as not working to identify employees on leave at the earliest possible opportunity.

Researches leave and workers compensation issues including procedural changes and provides timely feedback to requesting parties.

Works with Benefit Assistant to ensure accurate benefits billing for those receiving workers compensation benefits and/or on approved leave.

Processes biweekly payroll for employees whose current attendance is reported as workers compensation including calculation of workers compensation benefit and supplement. Completes the Maryland State Retirement Agency form 714 (prior pay adjustment form) as needed.

Processes workers compensation vouchers for prior attendance including request of special checks, leave adjustments, and tax refunds.

Monitors deferred sick bank grants for compliance with union/MCPS guidelines.

Verifies and enters long term leave transactions for leaves of 61 duty days or more.

Attends Workers Compensation Commission hearings as needed.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
