WORKING TITLE: Personnel Assistant IV, Fingerprinting GRADE: 15 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, performs automated fingerprinting services using prescribed procedures and LIVESCAN equipment; collects, records, and reports employee drug testing information; oversees employee I-9s and recordation of employee demographics; and completes data entry and/or clerical duties in support of the position.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of personnel processing procedures and of all pertinent federal and state regulations, filing and compliance requirements regulating fingerprinting services (e.g. The Annotated Code of Maryland Education section, (COMAR Laws 13A.03.04.05 and 13A.12.05.01 etc.), Drug & Alcohol testing rules handbook for supervisor, and Federal Regulation Department of Transportation (CFR part 40). Must be extremely detailed oriented and accurate in reviewing documents and preparing correspondence to clients and staff. Working knowledge of business English and spelling. Demonstrated ability to use standard office equipment and software, MS/Office Suite, efficiently and effectively. Ability to handle sensitive and confidential information appropriately. Ability to understand large and complex database mainframe systems. Ability to lead and train others in the work. Skilled in using MS/Word, EXCEL and Access. Ability to perform a wide range of standard office clerical tasks quickly and efficiently. Ability to maintain complex records and to prepare reports from such records. Ability to make decisions based upon experience, good judgment, and established departmental policies, procedures, and regulations. Good oral and written communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from high school and Three years experience working in a high volume office environment providing detailed work tracking client/customer status and performing a variety of personnel processing work. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must complete fingerprinting training and certification required by the Maryland Department of Public Safety and Correctional Services.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position requires sustained operation of keyboard devices, twisting, turning, stooping, bending, walking, lifting, standing, and sitting.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Annual leave limited during the summer season. Must pass background check, with acceptability determined by the Maryland Department of Public Safety and Correctional Services. Certificate for fingerprinting from Maryland Criminal Justice system.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Performs automated fingerprinting services for prospective employees, volunteers, and contractors using prescribed procedures with LIVESCAN equipment.

Ensures all fingerprints are clear and identifiable.

Ensures fingerprints meet State and Federal standards to keep them from rejection.

Schedules and maintains fingerprint appointments, as well as responding to unscheduled priority requests for fingerprinting services.

Receives and accurately accounts for fingerprinting fees.

Collects, records, and reports employee drug test results,

Ensures MCPS meets random drug testing selection in accordance with Maryland law.

Oversees completion of employee I-9s and recordation of employee demographics.

Provides excellent customer service to potential employees, volunteers, and vendors.

Performs effective and efficient data entry and recordkeeping functions in support of departmental operations.

Receives, sorts, and distributes incoming and outgoing correspondence.

Compiles analytics and prepares reports as needed.

Orders related office and fingerprinting supplies.

Grades skills tests

Performs related duties consistent with the scope and intent of the position.
