Payroll Assistant

MONTGOMERY COUNTY PUBLIC SCHOOLS CLASS DESCRIPTION
OFFICIAL TITLE: Payroll Assistant CODE: 4770 SQ/OQ: Optimal Qualified
WORKING TITLE: Payroll Assistant GRADE: 16-17 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, is responsible for maintaining knowledge and understanding of current negotiated contracts for SEIU, MCEA and MCBOA/MCAAP, relevant laws and MCPS policies and practices relative to payroll and leave in order to accurately and efficiently process various types of payroll transactions, such as hours/pay reported, financial, benefit, and tax deductions, processing corrections to employees' pay and leave, processing manual checks, and verifying and running various payroll reports. Work of this class involves careful analysis and thoughtful application of various rules and guidelines, as well as standard to moderately complex mathematical calculations. Direction and supervision received varies and is commensurate with the current grade of the incumbent (grade 16 or 17).
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Operational knowledge of payroll policies, regulations and procedures. Thorough knowledge of MCPS policies, federal and state tax laws, negotiated agreements for SEIU, MCEA and MCBOA/MCAAP, Fair Labor Standard Act, benefit coverage, etc. as related to payroll. Ability to research, calculate and enter payroll transactions quickly, accurately and efficiently. Ability to meet and adhere to set deadlines. Thorough knowledge of Lawson HRIS system or similar human resource payroll software. Skill in Microsoft Office Suite, i.e. Excel and Word. Strong math skills required. Working knowledge of direct deposit and ACH process. Ability to use Oracle Discoverer or similar reporting tool. Excellent human relations, and oral and written communication skills. Ability to handle high volume of daily telephone calls, walk-in traffic and correspondence requirements. Ability to understand the sensitivity to private and confidential employee information. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). Specific guidelines for grade advancement may be obtained through the supervisor of this position.
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Minimum of two years of progressively more responsible human resources experience or related experience, such as processing payroll, and, leave, preferred. Experience working in Montgomery County Public Schools or other public human resources administration or educational institution highly desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position requires the ability to operate PC's and related office equipment for sustained periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime, night work, or to respond to emergency work needs as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Duties and responsibilities may vary based on assigned role. The below is intended to incorporate examples of duties and is not to be considered an exhaustive list.

Grade 16 and 17

1. Updates payroll records by entering changes in employees' hours, salary, leave, exemptions, insurance coverage, savings deductions, and job title and department/division transfers.
2. Researches and calculates payroll retroactive adjustments.
3. Checks and verifies payroll reports, researching and correcting errors as needed.
4. Ensures that all transactions calculated and entered into the HRIS Lawson system are accurate and checks and verifies all adjustments.
5. Prepares and calculates special check requests.
6. Calculates leave adjustments, overtime, taxes, etc.
7. Documents adjustments leaving informative paper trail.
8. Operates and maintains scanning process and storage of documentation.
9. Provides payroll information to employees via phone, e-mail, and walk-in inquiries.
10. Updates MCPS forms when necessary.
11. Provides customer service for internal and external customers, both oral and written communication.
12. Responds to a high volume of inquiries regarding payroll and leave issues.
13. Provides phone/front desk coverage support to the Call Center/Transactions unit as needed.
14. Performs related duties consistent with the scope and intent of the position.
15. Assesses outstanding/open checks; contacts and notifies employees when checks are outstanding before escheated.
16. Collects pertinent data from appropriate locations to assist with internal or external auditors.
17. Coordinate, distributes and processes unemployment claim forms and runs reports for unemployment claim audits.
18. Provides pertinent payroll information to Maryland State Retirement in order to maintain accurate employees' pension record.
19. Serves as backup to call center assistants.


Grade 17

1. Performs more complex transactions/functions such as: Processing files related to union dues, disability insurance and bank (both sick and family crisis enrollments received by the unions); process daily ACH reports; request timesheets, process MD State Retirement estimate forms; process transfer of leave forms; research and correct pension deduction errors, reviews and calculates overused leave or salary overpayments,
2. Reviews, calculates overused leave or salary overpayment; notifies Division of Controller to create invoices.
3. Provides assistance to the Retirement team to calculate projected earned leave/sick day estimates and complete forms for Maryland State Retirement
4. Serves as an escalation point for more difficult transactions and unresolved issues.
5. Provides support and guidance to schools, timekeepers, and other MCPS departments to ensure employee payments are being processed in a timely and accurate manner.
6. Presents at time and attendance and payroll professional development trainings to MCPS staff, various MCPS offices, and school administration.
7. Create and maintain manual or documentation on payroll processes, rules, etc.
8. Helps mentor and provides coaching and training to newer team members.
9. Performs technical systems tests on upgrades, changes and process improvements for ease of use and accuracy.
10. Researches and provides strategies to improve processes in ERSC.
