Garnishments Specialist

WORKING TITLE: Garnishments Specialist GRADE: 19 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under supervision, this position is responsible for specific payroll related wage garnishment applications and reporting according to federal, state and local jurisdictions for wage attachments and child support. Staff in this position will advise on payroll policy and procedures, recommend implementation strategy to the Director of Employee Administration Services. Provides guidance to Call Center/Transactions Unit staff in explaining payroll policy and procedures, and processing garnishment deductions. Provides staff and other appropriate parties assistance and clarification of garnishment procedures. Responds to requests for information and to subpoenas in consultation with the In-House General Counsel interpreting existing laws, policies and procedures regarding garnishments.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: In depth knowledge of MCPS policies, procedures, negotiated agreements and other relevant requirements. Considerable knowledge of federal and state laws pertaining to the processing of child support, student loan, liens and court ordered wage garnishments. Knowledge of payroll processing procedure. Strong math skills with the ability to evaluate multiple garnishment priorities and determine the order and amount of deduction. Ability and knowledge of practicing confidentiality of private information. Ability to efficiently and accurately perform calculations using detailed procedural rules. Strong computer and keyboarding skills using MS/Office products such as Microsoft Excel and Word. Ability to use Oracle Discover or similar reporting tool. Ability to communicate effectively both orally and in writing. Ability to interact effectively with employees representing a variety of cultural, ethnic and socio-economic backgrounds. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required with coursework in payroll accounting, federal, state laws governing payroll and garnishment procedures and practices. A minimum of three years of progressively more responsible experience applying legal procedures and practices as they relate to payroll, and garnishments preferred. Experience working in Montgomery County Public Schools or other educational institution. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Prepares and processes garnishment payments to federal, state and local jurisdictions for wage attachments and child support

Ensure garnishments are applied and completed in accordance with State and Federal rules and regulations to ensure the deductions are applied appropriately and accounts can be closed for financial reporting.

Prepares sends and files earnings disclosures; prepare answers to writs of garnishment.

Reviews garnishment documentation and determines appropriate amount to be deducted.

Makes appropriate system entries to ensure proper handling of garnishments.

Makes determinations on unclear cases and resolves technical problems.

Resolves escalates/complex issues that require managerial and/or In house general council intervention or involve other process areas.

Working with the Director of Employee Administration Services, informs staff of changes in payroll procedures to ensure compliance with the policies and procedure necessary to support operations.

Researches questions and issues of garnishment deduction and related matters and communicates results, determines next steps and provides information as appropriate to employees and other authorized individuals.

Handles correspondence related to garnishments and follows through to ensure that employee and other requirements are met.

Monitors the regulatory environment to stay abreast of internal and regulatory compliance requirements and participates in development of communications pieces and materials regarding employee garnishment and related matters.

Serves as trainer and coach for Call Center/Transaction unit staff.

Answers complex garnishment and payroll questions and provides direction and clarification on correct responses to garnishment inquiries, in close consultation with the Director of Employee Administration Services.

Participates in implementation of systems, changes to processes and procedures relating to garnishment processes and transactions.

Reviews system data for integrity and recommends changes to policy or procedures.

Check information for accuracy and participates in the correction of data and trains other staff in data correction.

Serves as back up to other Payroll Specialist.

May participate in payroll processing as required.

Performs related duties consistent with the scope and intent of the position.
