Payroll Specialist

WORKING TITLE: Payroll Specialist GRADE: 19 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision of the payroll supervisor, will process Payroll and Attendance Collection System (PACS) Attendance, payroll and leave processes as well as having a strong understanding of each of these functions to be able to troubleshoot as necessary. Calculates leave payoffs including 403b deductions, overused leave upon termination or retirement and can determine billing status. Submits, processes and reviews yearly updates such as special payments, union dues updates, time accrual updates, etc. Participates in testing related to changes in procedures, and processes, as well as implementation of systems. Explains payroll policy, procedures, and provides guidance to current employees, retirees, Employee and Retiree Services Center (ERSC) staff Provides support to members of the payroll team and the payroll supervisor.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of payroll processes and procedures, MCPS policies, and negotiated agreements, tax laws, 403b limits, and pensions. Ability to calculate federal, FICA, statestate and local taxes, and pensions. Commitment to confidentiality of private information. Ability to efficiently and accurately perform calculations related to pay and leave using detailed procedural rules. Highly motivated, and disciplined with the ability to provide excellent customer focused service, and documentation. Strong knowledge of Lawson HRIS system, Absence Management, MHC software, PC skills, Microsoft Excel and Word. Ability to create and run reports through reporting software. Excellent communication and interpersonal skills. Ability to exercise independent initiative to perform both original and recurring assignments required. Ability to work in a high volume and fast paced environment; prioritize multiple tasks, meet deadlines with qualitative and quantitative output, prepare reports, and maintain business and financial operating records confidentiality.
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required or any combination of education and experience equivalent to an Associates degree in payroll or related field, plus three years or more of progressively more responsible experience in payroll and leave. Three or more years experience working in Montgomery County Public Schools, or other public educational institution in public human resources administration. Other combinations of applicable education, training and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Explains payroll policy, procedures, and provides guidance to current employees, retirees, Employee and Retiree Services Center (ERSC) staff.

Processes or serves as backup for the collection of the PACS Attendance system on a biweekly basis.

Processes or serves as backup to the biweekly payroll process.

Processes or serves as backup for the leave process on a biweekly basis, making adjustments/corrections as needed.

Processes Maryland State Retirement estimate forms as related to current employees¿ leave and pay.

Processes manual checks; enters appropriate information, prints checks, and submitsfile to the bank.

Works with the Controller¿s Office to clear up outstanding items on the monthly bank reconciliation, assist with the annual escheatment process and provides biweekly retirement ad form for any payroll adjustments made to pay and/or pension deductions.

Prepares annual payday calendars, end-of-fiscal year schedules and accrual charts.

Processes leave payoffs to include 403b deductions.

Assists the payroll supervisor in facilitating payroll trainings for timekeepers.

Understands and provides support to employees and timekeepers for time and effort certification process.

Monitors call tracking and assigns tickets as necessary.

Researches questions and issues concerning payroll calculation, leave and related matters and communicates results, determines next steps and other information as appropriate to employees and retirees. Handles correspondence related to payroll questions and follows through to ensure that employee and retiree needs are met.

Participates in implementation of systems, changes to processes and procedures relating to payroll processes, tax bulletins and transactions to include testing.

Assists payroll supervisor in monitoring and supporting completion of daily processes such as PACS corrections, retroactive adjustments, sick bank grants, and dues updates.
