SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under supervision of project specialist and director, maintains primary organization and day-to-day functions of the Medical Assistance Grant Project. Reviews, processes, and monitors all Medical Assistance documentation from school-based staff members and health-related services providers to assure compliance with State and Federal Medicaid regulations (including Title 19 and 21 of the Social Security Act, Affordable Care Act (ACT), CMS Billing Standards, and HIPAA). Maintains billing system and provides technical support for the State Autism Waiver program. Attends Maryland State Department of Education (MSDE) and Department of Health and Mental Hygeine (DHMH) conferences to facilitate compliance and develop standards within MCPS. Maintains high volume confidential records needed to assess compliance. Prepare reports to fiscal management, supervisors, directors, and MSDE demonstrating fiscal projections and compliance standards with educational and health regulations. Maintains and develops custom databases of all health-related and service coordination submissions for billing and Medicaid eligibility. Monitors MSDE State Grants for reporting and fiscal reconciliation after preparing payments to obtain timely reimbursement and track the MCPS receivable account. Responds and prepares documentation to audit requests from federal and state officials. Provides direct training and assistance to school-based staff members and health-related service providers to meet standards for Medical Assistance Grant Project. Assists with supervision, contract compliance, and works extensively with a third party billing contractor for high volume conversion of CMS1500 forms. Provides basic supervision of Account Assistant III. Ability to work under critical deadlines. Physical Demands: None Special Requirements: None
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Extensive knowledge of federal Medicaid and Maryland Health Care billing practices, and Title 10 COMAR regulations and MSDE requirements. Ability to facilitate effective interaction and direct training of staff members and health related service providers for maintenance of Medicaid compliance. Excellent communications and human relations skills. General knowledge of Medicaid Autism Waiver Program. Ability to understand and execute encumbrance, payment, and budgeting practices. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Bachelors degree required. Masters preferred. Course work in accounting, finance or business administration with substantial course work in accounting, finance or related field plus two years of progressively more responsible experience in fiscal or budget management.. Experience in analytical and interpretive accounting or auditing work. Advanced computer skills in Microsoft Excel (spreadsheet), Oracle databases, and Financial Management System (FMS). Intermediate computer skills in Word, Outlook, PowerPoint, Visio (charting software), and Maximo (or similar). Basic skills in File Maker Pro or similar database software.Certificate License:Maryland State Department of Education Autism Waiver Service Coordinator certification preferred or the ability to obtain the certification within 12 months of hire.

Example Duties:Prepare and assist with Medicaid budget projections and participates in monthly financial monitoring meetingsAssist with RFP preparations and specifications for Third-party billing contractAssist with supervision of standards over Third-party billing contractor Maintains, manages, and monitors all day-to-day functions of high volume school-based Medicaid billing activitiesReviews school-based health-care related regulatory updates for application within MCPSMaintain and review IDEA and HIPAA confidentially standards for Medicaid billing standardsVerifies Medicaid eligibility of 4000+ students with disabilities Prepare monthly encounter form generation for distribution to school-based staff membersPrepare Medicaid related correspondence and reports for distribution to school-based staff membersConducts monthly MSDE Medicaid Grants database reconciliation with Comptroller and Budget SpecialistsAttend frequent MSDE and DHMH trainings sessions for School-based Medicaid billingDevelop and prepare Medicaid-related training documentation for school-based staff members and health-related service providersProvide high volume direct email/phone support for Medicaid related billing practices for all school-based staff members and health-related service providersProvide onsite training in Medicaid billing practices for school-based staff members and health-related service providersDevelops and maintains custom Access databases and Excel spreadsheets in order to monitor and report on 100,000 plus Medicaid billing encountersGathers information and prepares Medicaid audit responses/reports to federal/state officials. Develops and conducts self-monitoring Medicaid practices for reporting with state and federal officials Assist with the development and implementation of Medicaid-related correction action plans (CAP)Performs related duties as required.
