WORKING TITLE: Data Reporting Specialist, OSA GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction within the Office of Shared Accountability, the Data Reporting Specialist monitors system-wide performance measures; enters, formats and analyzes data; and produces periodic reports on the status of the district and schools. Supports the preparation of files and reports for filing with the Maryland State Department of Education (MSDE) and the U.S. Office of Civil Rights.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of programming languages and tools including HTML and SQL. Database management and data analysis software and auxiliary tools such as SPSS, FileMaker Pro and Microsoft Access, Microsoft Office, and Microsoft Windows operating system software. Ability to learn new software and processes as they become available; to analyze and validate data; to problem solve the implementation of state and school policies; to perform statistical calculations; to work with web programs for publishing data and reports; to seek out sources of information; and to organize and manage several tasks or projects with concurrent time sensitive deadlines. Attention to detail and ability to establish review processes to create error proof products. Highly skilled in designing and writing technical reports.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor¿s degree required. Three years or more experience in assessment/survey distribution and receipt control of data from a variety of sources; checking statistical data for errors and solving problems relating to statistical data; experience in report writing and explanation of data and reports. Documented experience working with school system timelines. Other applicable training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position, will be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must operate PC workstations for sustained periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime as necessary to meet required deadlines. Must be able to maintain security of embargoed/sensitive information.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Designs, develops, and maintains various OSA databases and data files which may include substantial system accountability reports, both internal and external in nature.

Retrieves, manipulates and processes data from relational databases using SQL coding and SPSS syntax to create reports, graphs, charts and statistical data on a periodic schedule (weekly, bi-weekly, and monthly).

Develops data files, verifies data accuracy, enters and corrects data and modifies file structures. Synchronizes MCPS¿s student information database (OASIS) with MSDE¿s Unique Student Identifier System (USIS).

Communicates and coordinates with other MCPS offices and community groups, such as PTSAs and the U.S. Military, to prepare and disseminate system wide data, reports, and publications such as the biannual Civil Rights Data Collection and Reporting.

Coordinates activities to respond quickly and accurately to interpret and report Student and school system accountability data, as well as ad hoc data requests to the Superintendent, the Board of Education, the Maryland State Department of Education, schools, teachers, students and the community.

Uses appropriate data collection tools for fulfilling ad hoc data requests.

Troubleshoots logistic and statistical data problems and provides technical assistance on numerous aspects of data interpretation and reporting.

Produces reports from data using Microsoft Access, Filemaker and/or Excel in the structure and format as required by various clients.

Develops web-based applications to disseminate statistical data and reports.

Uses Adobe Pro to produce and/or edit press quality PDF documents.

Responds to technical questions on issues.

Maintains system security.
