SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision of the ERSC director, provides the daily technical support to the operations of the office. Works with the supervisors and senior specialists of the various ERSC units including payroll, retirement, benefits, leave administration and compensation to develop enhancements, automations, innovations, testing of new system modules, patches and upgrades. Functions as a liaison between ERSC functional users, the office of chief technology officer (OCTO) and the external vendors in requirement gathering, development and testing. Assists senior specialists and supervisors of various ERSC units with data accuracy and issues resolution. Responsible for interfaces to/from vendors and internal systems. Must be proactive in looking for improvement potential.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of human resources, employee benefit, retirement and payroll policies and functions. Thorough knowledge of Lawson Human Resource Information System (HRIS) and Lifeworks retirement system. Knowledge of technical applications and solutions that will assist the Employee and Retiree Service Center (ERSC) in daily operations. Ability to assist with the planning and coordination of tasks in new application implementations. Ability in assisting the office with the communications related to functional and technical activities. Ability to learn new software and processes as they become available. Must be independent, highly organized, self-motivated and able to work in quick paced environment. Ability to plan and manage multiple tasks in a timely manner. Excellent communication and interpersonal skills. Thorough knowledge of MCPS and ERSC policies, procedures, operations schedule related to Benefit and Retirement systems. Knowledge of programming languages, tools, and database management software including Microsoft Excel, Word, and Access, Visual Basic, Oracle (or other relational database), Discoverer (or other SQL-based query language), Crystal Reports and Visio.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college/university required with a preferred major in information management systems; business administration, HR resource administration, or related fields preferred. Advanced knowledge of MS/Office products, SQL (Structured Query Language), and Visual Basic. Working knowledge of Oracle Discoverer, Crystal Reports or similar reporting tools. Lawson HRIS preferred. Two years or more experience supporting the technical and business functions of large scale Enterprise Resource Planning (ERP) system in the payroll, benefits, retirement, compensation, personnel and leave administration. Lawson experience preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists ERSC with systems implementation, enhancements and setting up new automations in payroll, compensation. leave administration, retirement and benefit systems.

Assists in the development and execution of appropriate test scripts and other quality assurance measures. Maintains a catalogue and library of test scripts, reviewing and updating when appropriate.

Manages the time and effort activities including the beginning of quarter communication to employee and supervisors and end of quarter certification mailings. Maintains and updates the related memorandum and updates the related documentation on the ERSC website.

Manages the retirement contribution refund to terminated employees in coordination with the Division of Controllers and Aetna.

Leads the efforts to ensure employee compliance of Maryland State Retirement Agency enrollment procedures in conjunction with the Senior Specialist for the Retirement System.

Provides retirement data for the annual Staff Statistical Profile.

Produces retirement statistics for the MCPS executive leaders on a predetermined schedule.

Leads the effort in creating and maintaining the ERSC operations calendar.

Assists all units with process map and documentation of processes.

Assists the data support specialist as functional and technical knowledge expert.

Performs daily maintenance and upkeep of the MCPS retirement system, and employee benefit processes including transmission of vendor and billing files.

Assists with HRIS system table maintenance and other system set up requirements to ensure deadlines are met. This may include but is not limited to the annual employer contribution rates for the pension, upgrade of benefit, payroll and salary rate schedules.

Assists in monitoring the security of the retirement database and user level security.

Executes the interface files necessary to maintain and update benefit and retirement data with HRIS, vendors, and other agencies. Troubleshoots when necessary.

Assists in maintaining the schedule of batch jobs, imports/exports, and annual processes for the retirement system.

Prepares the annual MSDE staffing file.

Assists in the preparation of annual 1095-c forms.

Consults with ERSC staff members, and technology experts from OCTO to resolve data issues in payroll, compensation and leave administration areas including the creation of ad-hoc reports and data cleanup scripts.

Coordinates and executes the annual process to produce retirement statements for all MCPS employees, and assists with any publications mailed as part of this effort.

Responds to queries and requests for reports using Discoverer, Excel, Access, Visual Basic and Logi or similar reporting tools to extract, combine, and analyze data from the retirement system and HRIS.

Maintains process and maintenance documentation on all aspects of the HRIS/Benefits and retirement systems; proactively keeping this information accurate and up-to-date at all times.

Maintains expert knowledge in Microsoft Office, Oracle Discover, Visual Basic, Crystal Reports, the Human Resource Information System (HRIS), and Lifeworks (LW) retirement system, as well as, future technical installations.

Maintains functional knowledge of the MCPS benefit and retirement plans.

Designs, develops, and maintains various ERSC databases and data files.

Assists in the technical and administrative support of the benefit and retirement specialists.

Serves as a member of the ERSC Web team.

Understands and applies the seven core competencies of the Supporting Services Professional Growth System (SSPGS) commitment to students, knowledge of job, professionalism, interpersonal, communication, organization, and problem solving.
