SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the supervisor of the division of controller, oversees the daily technical activities of the unit as it relates to the financial applications including Oracle Cloud Application and its integrations, DocuWare, JPMC CC/SUA, iPayment, Transparency Database, 1099Pro, bank/supplier maintenance, etc. Position is monitoring the help desk tickets and monitoring the user roles and responsibilities. Position is responsible for monitoring, tracking and analyzing the system functionality, improving the effectiveness and efficiency of current system processes, and implementing appropriate application upgrades and enhancements to ensure optimal and continuous technical support to the controller office in its daily operations, as well as providing pertinent information and status reports to Controller on all technical matters. Responsible for training, overseeing and supervising division members and their work as it relates to the utilization of the controller office applications, technology used in daily operations of the office and associated projects. Ensures broad access to accurate and timely information using a fully integrated suite of business applications, including any Oracle Cloud Financial applications, as well as ensures integrity of data during all phases of integration and conversions. Work of this class requires the incumbent to independently analyze complex functional issues and recommend/assist the controller for a swift resolutions, as well as quickly learn and oversee the integration/conversion of new /existing applications to ensure uninterrupted work of the office. Leads technical innovation projects utilizing standard project management techniques such as identification of requirements, planning, management, process improvement, administration, and staffing; and leads the technical support of daily operations of the division of controller in areas including but not limited to functional/technical development, financial reports, interfaces and integrations, and data conversion, and workflow management. Oversees, develops, and documents system specifications and related process improvements. Oversees software enhancement planning and implementation and/or full-scale upgrade of existing systems and develops test scripts to simulate live operations. Position is the application administrator for the controller office and leads the maintenance of user access, chart of account maintenance, hierarchy's updates, and the technical operation support for the system, which requires vendor communications, liaising with contractors, system/supplier set-up, carrier/system interfaces, system upgrades and resolution of issues.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Oracle SQL. Lawson, Crystal Reports, MS Access, Oracle Discoverer. Oracle Cloud, DocWare, iPayment, Bank, and other applications and ability to use the agile methods to phases of development and operations lifecycle, to create and respond to change in an uncertain and turbulent environment. Thorough knowledge of technical functions, set-up, interfacing and maintenance of applications/software and proven ability to successfully identify and resolve technical issues. Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools, or a similarly complex organization. Knowledge of technical applications and solutions that will assist the controller office in daily operations. Must have a thorough knowledge of oracle functionalities and processes and be able to quickly learn the MCPS processes. Must have abilities to successfully integrate and utilize new software, identify and resolve deficiencies and clearly communicate this information to the office and vendors. Must be highly skilled in technical, innovative problem-solving. Demonstrated ability to train, coach, supervise and lead other team members. Ability to prioritize and manage several complex projects simultaneously while working under pressure to meet deadlines. Energetic and self-motivated work in quick paced environment. Excellent communication, both written and oral, and interpersonal skills are essential. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. College course work in computer related fields. Three to five years of progressively more responsible experience in user support and technology administration. Other combinations of applicable education, training, and experience equivalent to a Bachelor's degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.. Experienced in successfully overseeing the implementation of new software/applications and providing ongoing support, technical expertise and problem-solving with the integration of new software/applications and changing systems. Five or more years of experience working in the Oracle environment, Lawson environment using Crystal Reports, MS Access, Oracle Discoverer or any other reporting software required. Experience/knowledge of Oracle Cloud application highly desirable. Experience using programming languages, tools, and database management software including Microsoft Office (MS Access, MS Excel, and PowerPoint), HTML, SQL, Visio. Project and team management/leadership skills and experience required. Experience in creating specific reporting criteria, executing reports and evaluating data for integrity and accuracy. Some experience in human resources, budgeting, financial and payroll systems required, extensive experience highly desirable. Other applicable training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, will be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Microsoft Certified Architect Program preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Required to work at a computer workstation for sustained periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work non-compensated overtime, especially during peak periods and when urgent work requirements exist.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Under the instruction, Leads the technical administration and operations in the division of controller to perform the works of the Oracle Cloud application including interfaces, workflow, trouble shooting, ad-hoc report creation, new implementations, and upgrades including directing the work of software providers, banks, and IRS..
2. Under the instruction, oversees in the division of controller with different phases for, the data conversion and integration, implementation for the continual successful operation of new software and applications.
3. As a technical support and functional analyst in the office, identifies deficiencies in the operation of existing and new software/applications and clearly communicates to the controller/offices/vendors the needs and optimal resolution for these deficiencies. Responsible for overseeing and ensuring successful execution of resolutions.
4. Serves as technical expert in the office, work with MCPS consultant/ software providers to resolve system issues quickly and support all unit staff with technical concerns and issues. Communicates to director/office concerns, resolutions and relevant technical issues to ensure the director awareness of pertinent situations and information.
5. Responsible for writing and rewriting criteria for reports over multiple applications/software, based on desired results; run and deliver reports; and ensure data integrity.
6. Serves as functional/technical analyst and collaborates with the controller and IT staff, maintains and updates the annual setups and certification.
7. Serves as functional/technical expert and collaborates with the controller and office staff, to oversee the load of the data from/to the Cloud ERP system and other applications for the function and process development, financial monitoring and reporting, workflow management, 1099 process, JPMC integration, JPMC user and workflow management, etc
8. Serves as a project manager, responsible for the planning, execution, and implementation of new application segments/components, such as identifying gaps in the new application and works with the contractor to troubleshoot and resolve the gaps. Responsible for ensuring gaps are resolved.
9. Serves as technical lead and collaborates with the team leader in the office, staff and contractors in testing, enhancing and troubleshooting the Oracle Cloud application and the interfaces with Oracle Cloud application and other applications...
10. Ensures project schedules are developed, timelines are met, and implementation is completed in a manner that supports project goals and objectives. This includes tracking and supporting progress of other team members.
11. Works closely with staff from the Office of Technology Innovations in the development and maintenance of system enhancements and represents functional users in clear definition of problems, requirements, and needs. Responsible for ensuring complete, timely and successful implementation of all upgrades.
12. Monitors the execution of the routine interface schedules necessary to maintain data integrity.
13. Designs, develops, modifies and implements various applications and databases / data files, as requested.
14. Develops and executes appropriate test scripts to simulate a live environment and maintains a catalog of all developed test scripts.
15. Observes and evaluates daily operations to identify process improvement and learning opportunities and initiates improvements and staff training as appropriate.
16. Responsible for meeting facilitation (following effective meeting guidelines), documentation, development of feasible solutions, and problem resolution related to process improvement and data integrity and leads the implementation of changes/improvements as appropriate.
17. Develops and delivers technical training programs of various formats for the office staff and departmental users including preparation of training materials.
18. Assists with reporting requests from BOE, superintendent of schools, executive staff, county council, and other stakeholders, as directed by the supervisor. Prepares financial information reports using Smart View, Excel, Access, and other appropriate software packages during high peak workforce reporting requests.
19. Maintains expert knowledge in Microsoft Office, SQL, Oracle Cloud application, and other reporting tools as well as future technical installations.
20. Maintains system tables and other system configuration documents including but not limited to the annual updates.
21. As the technical expert, lead in the administrative support to Help Desk tickets from MCPS financial application end users.
22. Assists the supervisor and team leader, in collaboration with controller staffs, in the development and periodic reviews of process and procedure manuals for various functional units in the division of controller and provides updates where appropriate.
23. Participates in meetings to plan, test, and implement changes to the ERP and Other application system as-needed.
24. Serves as a member of the controller office functional ownership teams.
25. Performs related duties consistent with the scope and intent of the position.
