| SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the IT supervisor of the Department of Food and Nutrition Services, oversees the daily technical activities of the department as it relates to applications used for meal accountability, point-of-sale, free and reduced-price meals, inventory, ordering, warehouse and distribution, ingredient, recipe, menu and food production, related data interfaces and reporting. Position monitors system availability and user roles and responsibilities, and responds to department trouble tickets. Position is responsible for monitoring, tracking and analyzing the system functionality, improving the effectiveness and efficiency of current system processes, and implementing appropriate application upgrades and enhancements to ensure optimal and continuous technical support to the department in its daily operations, as well as providing pertinent information and status reports to the department IT supervisor on all technical matters. Collaborates with department staff to create training materials demonstrating the proper use of applications. Responsible for overseeing and guiding division members and their work as it relates to the utilization of the department’s applications, technology used in daily operations and associated projects. Ensures broad access to accurate and timely information using available technical resources as well as ensures integrity of data during all phases of integration and conversions. Work of this class requires the incumbent to independently analyze complex functional issues and recommend/assist the department IT supervisor for a swift resolution, as well as quickly learn and oversee the integration/conversion of new/existing applications to ensure uninterrupted work of the department. Leads technical innovation projects utilizing standard project management techniques such as identification of requirements, planning, management, process improvement, administration, and staffing; and leads the technical support of daily operations of the department in areas including but not limited to functional/technical development, reports, interfaces and integrations, and data conversion, and workflow management. Oversees, develops, and documents system specifications and related process improvements. Oversees software enhancement planning and implementation and/or full-scale upgrade of existing systems and develops test scripts to simulate live operations. Position shares application administrator duties for the department and leads the maintenance of user access, system maintenance, hierarchy's updates, and the technical operation support for the system, which requires vendor communications, liaising with contractors, system set-up, system interfaces, system upgrades and resolution of issues.
PHYSICAL DEMANDS: Required to work at a computer workstation for sustained periods of time.
SPECIAL REQUIREMENTS: Ability to work non-compensated overtime, especially during peak periods and when urgent work requirements exist.

KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of SQL/T-SQL, Microsoft SQL Server, SQL Server Management Studio, Crystal Reports, Microsoft Visual Studio/VB.NET, Microsoft Access, Oracle SQL Developer, as well as the ability to learn new software and processes as they become available. Ability to use the agile methods to phases of development and operations lifecycle, to create and respond to change in an uncertain and turbulent environment. Thorough knowledge of technical functions, set-up, interfacing and maintenance of applications/software and proven ability to successfully identify and resolve technical issues. Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools, or a similarly complex organization. Knowledge of technical applications and solutions that will assist the department of food and nutrition service in daily operations. Must have a basic knowledge of K-12 food service processes and be able to quickly learn all MCPS food service processes and the unit department’s needs to successfully integrate and utilize new software, identify and resolve deficiencies and clearly communicate this information to the department and vendors. EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. College course work in computer related fields. Three to five years of progressively more responsible experience in user support and technology administration. Other combinations of applicable education, training, and experience equivalent to a Bachelor's degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered. Experienced in successfully overseeing the implementation of new software/applications and providing ongoing support, technical expertise and problem-solving with the integration of new software/applications and changing systems. Five or more years of experience working in the SQL Server environment, Microsoft Visual Studio/VB.NET using Crystal Reports and Microsoft Access required. Experience/knowledge of Heartland MCS applications highly desirable. Experience using programming languages, tools, and database management software including Microsoft Office (MS Access, MS Excel, and PowerPoint), HTML, SQL and Visio. Project and team management/leadership skills and experience required. Experience in creating specific reporting criteria, executing reports and evaluating data for integrity and accuracy. Some experience in human resources, budgeting, financial and payroll systems required, extensive experience highly desirable. Serves as a project manager, responsible for the planning, execution, and implementation of new application segments/components, such as identifying gaps in new applications and works with the software developer to troubleshoot and resolve the gaps. Serves as technical lead and collaborates with the department IT supervisor, staff and software developers in testing, enhancing and troubleshooting department applications and the interfaces. 10. Ensures project schedules are developed, timelines are met, and implementation is completed in a manner that supports project goals and objectives. This includes tracking and supporting progress of other team members. 11. Works closely with the department IT supervisor in the development and maintenance of system enhancements and represents functional users in clear definition of problems, requirements, and needs. Responsible for ensuring complete, timely and successful implementation of all upgrades.12. Monitors the execution of the routine interface schedules necessary to maintain data integrity. 13. Designs, develops, modifies and implements various applications and databases/data files, as requested. 14. Develops and executes appropriate test scripts to simulate a live environment and maintains a catalog of all developed test scripts. 15.
