WORKING TITLE: Data Analyst I, DMB GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the direction of the Director of Management and Budget, the Finance Data Analyst performs complex financial and data analysis to support budgeting, forecasting, and decision-making across the organization. The analyst collects, interprets, and presents financial data to identify trends, improve transparency, and enhance operational and strategic planning. This role serves as a key resource for ensuring the accuracy and integrity of financial information within multiple systems and for developing tools that strengthen fiscal management. Collaborate with other departments, including the Department of Human Resources and Talent Management (DHRTM), Payroll, and other areas within Finance, to resolve discrepancies. Physical Demands: Position requires the sustained operation of keyboard devices. Special Requirements: Requires the ability to work outside of normal duty hours and manage multiple projects with tight deadlines.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Strong analytical and quantitative reasoning skills with the ability to interpret and synthesize complex data sets, possess a deep understanding of position management, salary budgeting, and Full-time Equivalent (FTE) control principles. Knowledge of accounting, budgeting, auditing, and financial reporting practices. Proficient in data visualization and dashboard creation to communicate position and financial data clearly. Excellent problem-solving skills and attention to detail, with a commitment to data integrity. Ability to collaborate effectively across Finance, HR, and Payroll functions. Strong written and verbal communication skills; ability to present and explain technical data concepts to non-technical stakeholders. Ability to manage multiple priorities and meet tight deadlines during budget and staffing cycles. Considerable knowledge of office procedures, practices and equipment. Knowledge of various data synthesis techniques technical applications and solutions that will assist DMB in daily operations. Excellent oral and written communications and human relations skills are essential to the accomplishment of department objectives. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). 
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience:Associates degree in Information Management Systems, Finance, Accounting, Business Administration, or related fields preferred. Three years of experience in data analysis, financial analysis, budgeting, or accounting, preferably in an educational or public sector setting. Other combinations of education, training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in this position, may be considered.Certificate License:CPA or CMA certification preferred but not required.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office.)•    Collect, analyze, and interpret financial data to support budget development, monitoring month and quarter end data, and reporting on all financial data.•    Prepare financial models, forecasts, and variance analyses to identify trends and potential budgetary issues.•    Develop and maintain comprehensive reports and dashboards to communicate financial performance to Department of Management and Budget (DMB) and Finance leadership.•    Conduct reconciliation of financial data between budget, accounting, and HR systems to ensure data integrity.•    Develop and document financial data procedures, ensuring consistency and transparency in reporting.•    Collaborate with other departments, including DHRTM, Payroll, and other areas within Finance, to resolve data discrepancies.•    Provide technical expertise to the Budget and Grant Specialists within DMB in the use of data tools and systems for financial reporting and analysis.•    Prepare presentations, briefing materials, and ad hoc analyses for senior leadership.
