SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the department director, this position designs and coordinates the installation of electronic alarm systems in MCPS Schools and facilities, as well as, arranges for periodic audits system wide. This supervisor has the immediate responsibility for supervising a staff of 20-25 EDS security monitors and security patrollers assigned to safeguarding school sites, facilities, and equipment and investigating intrusions. Schedules coverage and reports time and attendance for security patrollers and electronic detection section monitors. This position class is assigned to the shift working the later afternoon, evening, and night hours.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of procedures and best practices for the control and security of facilities and property. Knowledge of policies and procedures related to all areas of the Electronic Detection Section, including but not limited to, all aspects of the security and fire alarm systems, software, electronic detection system monitors and security patrollers positions. Must know, or have the ability to read and comprehend technical materials as they relate to security systems. Must have the ability to rapidly acquire specific knowledge of MCPS organizational structure and practices. Knowledge of the principles and practices of modern business or public administration; working knowledge of current court procedures. Ability to communicate and deal effectively with a wide variety of people or groups under stressful circumstances; strong oral and written communication and interpersonal skills. Ability to communicate information concerning work assignments and operations to others. Knowledge of proper use of 2-way radio and correct radio etiquette. Ability to troubleshoot and solve problems; develop and analyze records and statistical data and suggest procedure modifications to fit different situations; ability to organize and carry-out an investigation of intrusion and other criminal activities associated with facility and property violations. Ability to work harmoniously with administrators, staff, students, parents of diverse backgrounds, and public agency personnel to perform assigned tasks under general supervision. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates from an accredited college or university degree required. Bachelors degree preferred. Course work in business/public administration, criminology, law enforcement, or related fields. A minimum of 3 years of experience in central alarm monitoring, physical patrol operations, investigations, and the safety and security of persons and property. A minimum of 2 years of supervisory experience in security. Considerable experience and responsibility for control, security, and administration of facilities and property. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered..
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class C non-commercial drivers license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to spend long periods of time walking and standing and able to perform security patrol duties. Able to patrol outdoors in inclement weather.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) An employee in this class is scheduled to work second shift, weeknights, and some weekends when the need arises to handle emergencies. May need to respond outside of normal work hours to address or respond to critical incidents or emergency situations, including during inclement weather, weekends, nights and holidays. Required to wear the designated uniform.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises, trains, evaluates, detection system monitors, security patrollers, and part time temporary personnel in all aspects of their positions to insure staffing coverage levels are sufficient.
2. Completes detailed reports and reviews daily reports of security monitors and security patrols.
3. Works closely with the MCPS Electronics Shop to minimize false alarms, current and delinquent work orders.
4. Reports security infractions to appropriate school personnel; reports security incidents to appropriate administrators.
5. Schedules all regular and part time employees for weekend work and other shift coverage.
6. May be required to also perform duties of monitors and patrollers due to work schedule challenges or staff shortages.
7. Recommends solutions to security problems to principals, administrative staff, and central office staff.
8. May appear in court as the representative of MCPS in criminal cases, including juvenile, upon request.
9. May assist with writing policy and developing standard operating procedures that directly relates to EDS.
10. Manages all equipment, including hardware and software, within the alarm center. For example; two-way radio system.
11. Manages vehicle maintenance.
12. Oversees the installations of the computer stations inside of the vehicles, as well as all other equipment that is used in the patrol vehicles.
13. Complete requests from the Police Department when seeking information on students.
14. Designs security alarm systems for schools and other MCPS facilities; coordinates and inspects the installation of those alarm systems with contractors; creates and revises technical specifications for electronic alarm systems.
15. Attends conferences and expositions on alarm equipment and approaches to alarm system design to stay current on new security systems and methods.
16. Coordinates with other governmental agencies in civil emergencies; e.g., fire, flood, snow, chemical spills, etc., where evacuations of people to emergency shelters as required.
17. Responds to the scene of trouble involving MCPS facilities upon call.
18. Represents MCPS at meetings with other public agencies (police, fire, state attorney, county attorney, county planning); serves on committees within MCPS concerning anything that touches on security (e.g., Advisory Committee for Safety and Security Assistants).
19. May speak to civil and governmental groups on the subject of school security, as well as allied subjects.
20. Performs related work as required.
