SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs a full range of duties related to K-12 school programs including payroll authorization, financial monitoring, account management, school operations support, and direct support to new school financial specialists. The work of the class involves setting up and maintaining fiscal monitoring and recordkeeping functions for the department and schools with extensive procurement, payroll, and related fiscal operations. Compiles statistical data in support of the K-12 budget development process.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS accounting, procurement, and budget guidelines and procedures; working knowledge of the operations and fiscal requirements of schools and the department; considerable knowledge of modern office procedures including automated recordkeeping and processing. Ability to work effectively with professional and supporting services staff, advise school staff with ordering and accounting procedures and problems, and recommend and implement plans to improve work methods; ability to research, analyze, and interpret statistical data and prepare a variety of written reports, correspondence, and summaries; knowledge of the school library media program and the functions of all units within the department. Excellent accounting, oral, and written communications, and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelor's degree preferred. Course work in accounting and business administration; considerable progressively responsible experience in accounting and budget procedures and functions. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. MCPS school-based experience is preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Prolonged computer workstation use.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime as required, and work under the pressure of tight deadlines. Ability to travel to schools to provide onboarding support, when needed.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists in the budgeting and allocation of resources for schools, including staffing and funds for instructional supplies and equipment, contractual services, and stipends. Provides guidance related to K-12 financial matters and ensures procedural compliance with MCPS rules, regulations, and guidelines. Responsibility for timely communication to schools and central services regarding clerical support authorization, substitute approvals, exception request approvals, overspending, and stipend approvals. Oversees reconciliation of month financial monitoring reports of schools and recommends necessary budget adjustments to meet operating needs. Provides technical advice and assistance to school fiscal agents and school administrators. Advises and assists school fiscal agents concerning procurement and accounting procedures. Reaches out to vendors for services for schools. Responds to inquiries from vendors and others regarding procurement and fiscal matters. May process and post payroll transactions. Analyzes data and prepares reports to assist in the preparation of monthly financial monitoring and budget planning. Maintains files and records according to established retention procedures. Compiles fiscal and statistical information for reports. Devises and implements procedures for office operations. Engages in professional development activities to maintain currency with industry-wide best practices. Performs related duties consistent with the scope and intent of the position.
