Regional Safety and Security Lead

SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under the supervision of the Supervisor for Incident Response, provides operational safety and security support to schools within assigned regions and schools throughout Montgomery County Public Schools (MCPS). Serves as a member of the district's Incident Response Team and deploys throughout an assigned region to provide leadership and operational assistance, and technical expertise during school emergencies, critical incidents, staffing shortages, identified security team support needs, and other situations requiring district assistance. Functions as a district resource for strengthening school-based and facilities security operations through operational deployment, after-action assessment Provides experienced security leadership during emergency incidents by assisting school administrators, district leadership, public safety agencies, and school-based security personnel with incident management, school safety operations, access control, perimeter security, student accountability, parent-child reunification, continuity of operations, and post-incident recovery. Provides field-based and after-action assessment, coaching and operational support to school security teams when gaps in skills, procedures, or security practices are identified. Observes security operations, models effective practices, provides direct coaching, performance improvement and technical assistance, and works with school administrators and Department of Safety and Security leadership to strengthen the effectiveness of school-based and facility security operations. Supports security teams requiring additional assistance with investigations and special assignments, implementing corrective actions and training needs to ensure sustained improvement and accountability. When not deployed to emergency incidents, supports district safety initiatives, and maintains readiness for rapid deployment throughout the county. Physical Demands: Sufficient physical strength to intervene in fights and physically restrain persons when necessary. Stamina to spend extended periods walking and standing. Ability to patrol school campuses indoors and outdoors in all weather conditions. Ability to move, lift, carry, push, pull, and place equipment weighing up to 50 pounds without assistance. Ability to assist with moving objects weighing more than 75 pounds. Special Requirements: Serves in an after-hours and on-call capacity as operational needs require. Requires the ability to work long hours and manage multiple projects with tight deadlines.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of school safety, security, emergency management operations. Extensive knowledge of effective security practices related to arrival, dismissal, student movement, access control, visitor management, emergency response, and other school-based security functions. Extensive knowledge of emergency response procedures, Incident Command System (ICS), school emergency operations, and incident management principles. Knowledge of investigative practices and behavior management techniques. Thorough knowledge of MCPS policies and procedures regarding school safety, student behavior, emergency response, and security operations. Ability to assess school security operations, recognize gaps in practices or performance, and identify appropriate strategies for improvement. Ability to coach school-based security personnel, model effective security practices, provide constructive feedback, and reinforce established operational expectations. Ability to provide field-based technical assistance and support while establishing positive and productive working relationships with school security teams. Ability to exercise sound judgment and remain calm under stressful conditions. Ability to coordinate operational activities during emergency incidents. Ability to establish and maintain effective working relationships with students, staff, administrators, district leadership, first responders, and community partners. Excellent oral and written communication skills. Ability to prepare and maintain confidential reports and documentation, analyze security trends, make recommendations, and effectively utilize security technology. Knowledge of surveillance systems, access control systems, visitor management systems, radios, and other security technology. Knowledge of or the ability to quickly learn and meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Associate's degree required. Bachelor’s degree preferred. College course work in higher in criminal justice, emergency management, public safety, education, or a related field is preferred. Five years of progressively responsible experience in school security, law enforcement, emergency management, public safety, military service, or a closely related field. Three years’ experience in leading school security operations and staff, emergency response activities, or other safety and security operations. Experience coaching, training, mentoring, or providing operational guidance to security or public safety personnel. An equivalent combination of education, training, certifications, and progressively responsible experience that demonstrates the knowledge, skills, and abilities required to perform the essential functions of the position may be substituted for the preferred education and experience.Certificate License: First Aid and CPR certification required within one year of appointment. Valid Class C driver's license. Maryland Center for School Safety (MCSS) Certification within one year of hire.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office.)Provides operational safety and security support throughout an assigned region and the school district as needed, assisting security staff at the schools and facilities in maintaining a safe and secure learning and working environment.Responds rapidly to schools and facilities experiencing emergencies, critical incidents, staffing shortages, identified security team support needs, or other operational situations requiring coordination of response activities, to support investigations, and to direct assigned security resources for the specific incident or need.Provides temporary coverage, operational leadership, or direct field support for school security operations during vacancies, extended absences, staffing shortages, or other periods requiring district level support.Conducts observations and assessments of school security operations to identify strengths, gaps, trends, and opportunities for improvement in security practices, procedures, staffing deployment, emergency preparedness, staff skills, and overall effectiveness.Provides direct coaching, mentoring, and field-based support to newly assigned, developing, or struggling school security personnel and team leaders to strengthen operational performance, develop skills, reinforce expectations, performance improvement support, and to promote professional growth when areas for improvement are identified.Models effective security practices and provides hands-on guidance related to school security operations, emergency response, access control, student supervision, communication, conflict management, incident documentation, and other assigned responsibilities.Works collaboratively with school administrators, cross-functional teams, security personnel, and Department of Safety and Security leadership to develop targeted strategies for strengthening school security operations.Participates in after-action reviews following emergencies, critical incidents, and special events to identify lessons learned, evaluate response effectiveness, and recommend corrective actions or enhancements to security practices and procedures.Conducts follow-up reviews of security operations and support activities to evaluate progress, reinforce expectations, address continuing operational needs, and support sustained improvement.Assists school administrators and district leadership with managing emergency incidents and restoring safe school operations.Implements operational assignments established by the Supervisor for Incident Response during emergency incidents, critical events, and special operations.Supports Incident Command System (ICS) operations by carrying out assigned responsibilities and maintaining communication with the Supervisor for Incident Response throughout emergency incidents.Assists with parent-child reunification operations, student accountability, perimeter security, access control, continuity of operations, post-incident recovery, and other emergency management functions.Coordinates with school personnel, district staff, law enforcement, fire and rescue, and other public safety agencies during emergency incidents.Assists with more serious or complex investigations, providing additional investigative support as needed. Collaborates with the Cluster Security Coordinator to provide additional capacity as needed. Prepares and maintains confidential documentation of incident reports, after-action summaries, operational assessments, and other documentation related to   school and personnel support activities, and identified follow-up needs.Maintains a visible security presence to promote safe, secure, and orderly learning environments while serving as an additional security resource in schools and facilities.Operates and monitors surveillance systems, access control systems, visitor management systems, radios, and other security technology.Provides additional security support for district events, graduations, athletic contests, and other activities requiring additional district resources.Assists with the delivery, coordination, and reinforcement of districtwide safety initiatives, security procedures, emergency preparedness, training activities, and special projects as assigned.Maintains operational readiness by participating in required training, maintaining certifications, and ensuring equipment is ready for immediate deployment.Performs related duties consistent with the scope and intent of the position.
