Facilities Security Coordinator

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Chief Safety Officer of the Office of Systemwide Safety and Emergency Management (OSSEM), maintains safety and security plans and security operations for Central Office settings and all non-school facilities. Provides direct guidance and support to non-school and central based administrators, security staff, security teams and other MCPS employees in school safety, security, and emergency preparedness matters. Serves as lead in providing security-related detail support to senior level executives and other school officials. Supervises security staff members assigned to Central Office and non-school facilities, which includes performance observations; develops and conducts training for MCPS staff members; creates, implements facility emergency plans and conducts emergency preparedness drills; serves as liaison for local authorities; engages stakeholders in safety and security issues. Conducts complex threat/harassment/assault investigations, high level safety/security related investigations, and follow-up investigations. Supervises, develops and assigns work duties and assignments. Provides oversight of access control protocols for buildings and grounds by unauthorized persons. Assists supervisors and provides input regarding performance evaluations and performance issues; conducts pre-screening and interviews for permanent and temporary security staff; provides input on the development of training and delivers field training to new and existing security staff, administrators, non-school staff and OSET members. Provides safety and security-related services as needed to MCPS officials.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of procedures and practices for ensuring the safety and welfare of others. Knowledge of behavior management techniques. Knowledge of Memorandum of Understanding with local law enforcement; local, state and federal laws; security policies/procedures; Safe Schools Act; Family and Educational Rights and Privacy Act; and MCPS policies and procedures regarding school security and standards of student behavior. Demonstrated knowledge of investigative and security procedures. Thorough knowledge of social media platforms and methods/best practices in conducting investigations using technology. Excellent oral and written communications and human relations skills; ability to effectively engage administrators, students, parents, community members, county partners and other stakeholders with cultural proficiency and equity. Ability to routinely utilize current technology to document and track information and to communicate to MCPS staff and the community. Knowledge of the latest security technology including surveillance cameras, access control systems, visitor management systems, and communication devices and the ability to use the latest technology. Ability to continually analyze and assess operations and critical or emergency situations and make decisions to ensure the safety and security of schools and facilities. Ability to maintain confidentiality in accordance with HIPAA and FERPA. Ability to work and take decisive actions under pressure, and in emergency/crisis situations. Ability to meet deadlines and create, manage and execute project/security plans. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelor's degree preferred. Course work in criminology, law enforcement, or related fields. Three to six (3-6) years of law enforcement/security experience in investigations and safety and security of persons and property required. Minimum 3-6 years successful supervisory experience required. Training in current security practices and technology preferred. Training in digital threat assessments, Behavioral Health Threat Assessments, de-escalation and crisis prevention intervention training required. Experience conducting high level safety/security related investigations. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: First aid and CPR certification required and fulfilled within one year of hire in this position. Valid class C driver's license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) (Special requirements such as lifting heavy objects and frequent climbing.) Sufficient physical strength to intervene in fights and physically restrain persons when necessary. Stamina to spend long periods of time walking and standing. Ability to patrol MCPS property outdoors in inclement and extreme weather conditions.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) (Frequent overtime or night work required, etc.) Required to work flexible hours, including weekends. Ability to attend evening meetings, visit off-site locations, and work additional hours as needed. On call twenty-four (24) hours per day, seven (7) days per week, as needed to respond to critical incidents or emergency situations. Required to wear the designated security uniform.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Serves as central point of contact for central office and non-school security efforts.

2. Provides direct guidance and support to senior level executives, officials, and non-school security teams in safety, security, and emergency preparedness matters; provides recommendations on issues of maintaining a safe and secure learning and working environment.

3. Performs security assessments of MCPS property and functions; and reviews and approves facility emergency plans and conducts emergency preparedness drills.

4. Conducts complex threat/harassment/assault investigations as well as high level safety/security related investigations. Conducts and assists with other investigations as needed.

5. Responds to after-hour calls/emails that involve serious and life-threatening incidents and coordinates with law enforcement officers and detectives; responds to central office security incidents.

6. Manages, leads, supervises a security team.

7. Develops work duties and assignments as well as performance observations for security team.

8. Conducts prescreening, hiring, observations and evaluations of new hire, existing and temporary security staff.

9. Assists in developing and delivering non-school safety, security and emergency and crisis preparedness trainings for new and existing security staff and other non-school staff.

10. Conducts follow-up investigations following an incident.

11. Participates in meetings for disciplinary issues with school personnel, serving as a witness and providing recommendations for action.

12. Represents the school system in criminal court cases as necessary.

13. Provides support for law enforcement and department of personnel staff in criminal and administrative investigations on MCPS property.


14. Analyzes security trends through serious incident reports, making recommendations to Chief Safety Officer based on trends.

15. Maintains close contact and liaises with the county police.

16. Engages in community outreach services and relationship building activities. Creates public awareness bulletins and other security-related publications.

17. Creates operations plans (including staff assignments and duties, evacuation routes, traffic concerns, police safe rooms, aerial photos and diagrams) for high impact community meetings and conducts event briefings for local law enforcement.

18. Writes MCPS security policies, procedures and checklists for handling critical incidents.

19. Facilitates in mediation for students and families.

20. Performs related work as required.
