WORKING TITLE: Video Records Specialist GRADE: 18 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: The work of this class involves setting up and maintaining sensitive data files and data management and retention protocols. Under direction of the Supervisor, Systemwide Safety and Emergency Management (SSEM), manages and coordinates the identification, review, preparation, storage, and maintaining of footage from Montgomery County Public Schools (MCPS) video cameras in schools and on school buses in response to court-ordered and administrative subpoenas, as well as internal and external investigations, consistent with all applicable laws, Board of Education policies, and MCPS regulations. Works closely with school staff and other MCPS offices, including the Office of General Counsel, the Office of Employee Engagement and Labor Relations, and the Department of Transportation to review requests, gather potentially responsive video, review video to identify relevant incidents, prepare video in a format that is accessible to the requestors, and maintain video for potential use in criminal proceedings, personnel matters, student disciplinary proceedings, and other legal actions involving MCPS students and staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge and experience with local, state, and federal security and privacy policies that directly impact Montgomery County Public Schools. Highly skilled with best practices in the execution of security and privacy processes and protocols. Considerable knowledgeable of video editing and programing techniques. Classifies, catalogs, and maintains an electronic library of footage, photographic slides, video, and audio tapes related to school district legal proceedings and investigations. Classifies and catalogs items according to purpose for file reference. Thorough knowledge regarding chain of custody requirements and preservation and disclosure procedures for third party video footage requests. Ability to manage multiple complex projects and tasks on tight deadlines, while paying close attention to details. Strong analytical and problem solving skills. Must be detail oriented, and highly organized. Excellent oral and written communications skills and ability to collaborate with stakeholders required. Must be able to produce quality material under deadline demands.
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree in related field. Bachelor degree preferred. Demonstrated professional knowledge and experience in video editing, programming, storage, retention, and related matters. An equivalent combination of education and experience may be substituted.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position may require work at a computer workstation for sustained prolonged periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime as required, and work under the pressure of tight deadlines.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops a video workflow and system to maintain a video library within an internal electronic network storage.

Responds to strategic video requests from internal and external sources through a defined process, including but not limited to timely responses to court-ordered and administrative subpoenas.

Coordinates with schools and MCPS offices to identify and download potentially relevant video on a timely basis.

Identifies and reviews video to determine whether it may be responsive to court-ordered and administrative subpoenas, as well as internal and external investigations, in collaboration with the Office of General Counsel and other MCPS offices.

Manages the storage and retention of video library for use in legal actions, consistent with applicable data retention schedules.

Prepares video in a format that is accessible to the requestors, with appropriate redactions, as necessary and feasible with available technology.

Controls user access to video library.

Maintains knowledge of current practices and professional standards with video editing and storage techniques, as well as applicable laws, Board of Education policies and MCPS regulations.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related safety, security, and emergency preparedness duties and assignments consistent with the scope and intent of the position.
