SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Department of Systemwide Safety and Emergency Management (DSSEM), the facility security team leader assists DSSEM in maintaining a safe and secure learning atmosphere for staff and building occupants and authorized visitors. Major job responsibilities include supervision and leadership of the facility security assistants and investigation of criminal incidents on facility property. Provides supervision and leadership of the facility security assistant team assigned to Central Office settings. Serves as the lead in providing security-related detail support to senior level executives and other school officials and performs all security-related detail duties and responsibilities. Coordinates any security related support to senior-level executives and other school system officials as directed by the director of DSSEM. Under supervision of DSSEM, assists in controlling access to buildings and grounds by unauthorized persons.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS security procedures, policies and practices for ensuring the safety and welfare of others. Knowledge of behavior management techniques. Demonstrated knowledge of and ability to perform investigative and security procedures and maintain security and related records. Knowledge and/or the ability to learn the designated facility and the organizational relationships of the various offices within the building. Ability to learn and understand how to operate and properly monitor surveillance and alarm systems. Ability to utilize the Visitor Management System (VMS) software to monitor and track visitors during the day at the facility. Ability to work with a diverse community and individuals in difficult or stressful situations and/or deal with sensitive scenarios or suspicious activity in the facility or on the grounds. Ability to work harmoniously with staff and to perform assigned tasks under general supervision. Excellent oral communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelor's degree preferred. College course work in criminology, law enforcement, or related fields. Experience in work involving the welfare and safety of students or others, preferably in an educational environment. Experience in investigation and safety and security of persons and property, preferably as a police officer. Experience in supervising staff. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered
CERTIFICATE AND LICENSE REQUIREMENTS: First aid and CPR certification. Certification by the Maryland Police Training Commission desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to intervene in fights and to apprehend and detain persons. Ability to spend long periods of time walking and standing and to complete security patrol duties. Ability to patrol outdoors in inclement and extreme weather conditions.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to work flexible hours, including weekends, as assigned by the principal to provide maximum security coverage. Required to occasionally work overtime. Required to wear the designated security uniform.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Investigates all criminal incidents on facility property. Maintains a high profile to discourage disruptive acts. Covers evening and weekend activities at facilities as assigned. Provides surveillance of suspected problem areas. Provides day-to-day supervision and leadership of the facility security assistant(s) and provides guidance and assistance to them in the more difficult situations. Provides support and guidance to facility security assistants and participates in all safety and security-related duties as needed; intervenes as appropriate; and serves as an escalation point for facility security assistants. Provides training and professional learning for all facility security assistants. Patrols facility building and grounds. Acts as a liaison between DSSEM and emergency service agencies. Operates security equipment such as two-way radio, surveillance cameras, and alarm systems. Provides security support, as needed, for meetings of the Board of Education, in addition to school and community events that are held at various facilities. May frequently work with individuals in difficult or stressful situations that may require utilization of de-escalation techniques and strategies. Leads in coordinating and conducting emergency preparedness and evacuation drills. Performs related safety and security duties consistent with the scope and intent of the position.
