IT Systems Specialist, Translation Systems Programmer

WORKING TITLE: IT Systems Specialist, Translation Systems Programmer GRADE: 18-25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction from the Division of ESOL/Bilingual Programs and in collaboration with the Web Services Team, installs, tests, evaluates, modifies, and maintains computer operating systems, communications systems, utilities, application packages, and related systems software to support MCPC translation endeavors. The work of the class involves providing system program support for implementation of translation management systems, translation memory, terminology databases and terminology and other interactive translation databases to enable communications in multiple languages. Responsible for systems integration including adapting translation system into MCPS web and print publishing workflows and programming custom extensions with internal MCPS content management systems. Supports remote multilingual word processing for the MCPS Translation Unit, schools and other remote locations using multilingual productivity tools, including the use of non-Roman fonts and text input systems. Provides account management and access, end-user support and training.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS) to include commitment to students, knowledge of job, professionalism, interpersonal, communication, organization, and problem solving.Thorough knowledge of current computer operating systems, communications systems, Web-based systems, and related system software which is the same as, or very similar to, the MCPS system. Knowledge of Unicode, XML, XSLT, Web Services, Windows 2003, Java, and Application Servers (Tomcat, Websphere, or Weblogic) and at least one year of J2EE experience required. Familiarity with Document Engineering, Document Transformation, Web Publishing or Content Management Systems, and Information Architecture preferred. Experience with .Net, IIS, and MS SQL important. Ability to analyze and resolve complex systems programming problems relating to Web systems and hardware/software similar to MCPS systems, and to perform well under pressure. Ability to communicate and work effectively with technical staff members and users of the computer center. Good written and oral communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College course in computer science, mathematics, engineering. Considerable Web systems programming experience, including recent experience on a system with hardware and software similar to the MCPS configuration. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Participates in new hardware/software planning and evaluation for communications in multiple languages.

2. Installs and configures system, manages user access, troubleshoots issues, technical point of contact with vendor.

3. Develops and/or modifies system software for specific department needs, integrating system into existing MCPS Web and print publishing workflows.

4. Programs custom extensions to interface directly with MCPS Web publishing system, content management software, databases, and application servers.

5. Develops technical training materials and conducts training sessions for analysts, application programmers, computer operations staff, and other users of the computer center to insure efficient utilization of all computer hardware and software components for communications in multiple languages.

6. Provides technical assistance for analysts, application programmers, computer operations staff, and other users of the computer center to resolve operational and programming problems related to non-Roman fonts and input systems.

7. Charts usage and capacity data and projects for resource changes; develops sound business cases to support a system change; plans and implements full system changes; manages a product change with varying levels of impact on the user community; develops sound rationale for product changes because of technical changes.

8. Identifies product oversell, evaluates correctly, and presents a clear argument for or against; develops cases for/against systems software and makes presentations to staff.

9. Maintains capacity statistics for areas of responsibility and recommends resource adjustments with sufficient lead time for budgeting. Maintains current knowledge/ expertise on new hardware/software.

10. Acts as liaison for the Translation Unit to secure other technology services (such as training or second level support) tracking all requests and problems until fulfilled or resolved.

11. Aids in development of new multilingual technology initiatives, including project descriptions, reports, and resource planning.

12. Designs and conducts formal training classes or provides one-on-one training, with special emphasis on use of the network, server, workstation, and software applications to meet multilingual information technology needs.

13. Performs related work as required.
