WORKING TITLE: DOT Systems Specialist - Eff. 7.1.25 GRADE: 24 MONTHS: 12
SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, serves as liaison between the Department of Transportation (DOT) staff, technical staff, developers and vendors to ensure DOT systems and processes are working properly and efficiently. Leads testing of new applications and software; data extraction, and serves as a technical resource for current and new systems, documentation and process improvement. Leads all technical training for current and new DOT systems; leads migration and upgrade processes; mitigation and resolution of technical issues related to DOT programs, software and applications. Serves as a supporting member of the webmaster team for DOT and collaborates with DOT Field Trip Unit regarding activity bus allocations, technical tracking, processing and resolution of discrepancies and technical issues. Performs analysis and preliminary evaluation of the efficiency and effectiveness of technical programs, interfacing, and procedures provided in support of DOT functions and activities as needed. Creates and maintains manuals, training documents, scripts, modules and process documents. Provides training to DOT administrative staff for DOT systems. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position operates computers for sustained periods. SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work occasional non-compensated overtime, especially during peak periods, and when test or urgent work requirements exist.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of computerized applications, databases such as DOT’s internal payroll system, field trip system, while performing data workflow and integration from DOT systems to MCPS systems. Knowledge of other software and technology related to and in support of DOT, timekeeping, field trip and activity bus allocations, billing discrepancies for field trips, and other DOT technology and systems as needed. Thorough knowledge of workflow, historical systems, software language, user management systems and relevant applications and software. Thorough knowledge of field trip busing policies, billing and allocation processes, applicable regulations and best practices; knowledge of tracking and processing systems. Considerable knowledge of computer software techniques and the capabilities, limitations, and general characteristics of automated systems. Considerable knowledge of setting up, scheduling, maintaining, and manipulating data to support DOT operational, day-to-day functions and activities. Ability to work independently. Knowledge of database languages such as Data Definition Language (DDL), Data control language (DCL), Transaction control language (TCL). Knowledge of database programming software such as Oracle PL/SQL, MS SQL Server t-SQL, Microsoft .NET technologies, Oracle Form 6i. Knowledge of database report software such as Oracle 6i Reports, Crystal Reports, SQL Server Reporting Services (SSRS). Knowledge of IIS server, Windows Server Schedule tasks, and backup and restore database. Ability to provide training and support of a technical nature to various audiences. Ability to apply logic and demonstrated skill in integrating several parts of a system into one. Ability to perform an accurate, complete and valid program and systems test. Effective writing, communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree preferred. Three years programming experience. Two years of K-12 public school transportation experience preferred. Other combinations of applicable education, training and experience which provide the knowledge, abilities and skills required to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: None.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.)Assists in web migrations and provides support for related technical activities for DOT.Analyzes and produces documentation for processes and testing for web migrations and/or new software or applications.Provides support and to end users and trouble shoots technical issues to resolve errors.Reviews accuracy of field trip and activity bus allocations, billing, payments and tracking in relevant systems.Reports, troubleshoots and engages vendors and developers to resolve technical issues and make system improvements.Assists in testing of new and existing systems.Performs data interfacing from DOT systems to MCPS systemsEvaluates and updates training materials, documents, manuals, and resources as needed to ensure all documentation is accurate and current.Evaluates the necessity for training and documentation for applications where this support is not currently provided.Provides assistance to MCPS users for field trip system and any new DOT system, as necessary.Evaluates the effectiveness of current software and applications and proposed changes, migrations and/or additions to software.Confers with user personnel and DOT IT Supervisor for developing designs, processes and troubleshooting more complex technical issues.Functions as overall computer specialist for DOT projects, handling all aspects from preliminary analysis to turnover and acceptance.Reviews completed programs for logic and efficiency.Develops test plans and input data to test validity of DOT software and systems for logic.Analyzes results of tests to evaluate such factors as accuracy and achievement of desired logic and to determine effectiveness of programs. Reviews existing programs for applicability of new programming techniques.Plans and prepare technical reports, correspondence and instructional manuals relative to the establishment and functioning of DOT operational systems as needed.Prepares thorough documentation of computer programs to departmental standards.Keeps abreast of latest developments in the field of information technology, as it relates to DOT systems.Keeps skills up to date through self-training or formal training. Reviews literature and reports.Collaborates with DOT systems unit staff on findings and implements changes or modification to improve efficiency. Reviews own work and ensures compliance with standards.Ensures that reports are timely and accurate and provided in sufficient detail to keep upper management fully informed.Ensures that tasks are executed in an effective, efficient, professional and timely manner.Responsible for meeting deadlines and commitments.Independently takes or proposes action to meet commitments.Provides notification and alternative plans where commitments cannot be met.Meets commitments by managing time effectively.Develops and continually maintains a broad and comprehensive technical knowledge.
