SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises and coordinates the planning, design, and implementation of employee training and development programs. Work involves responsibility for leading and participating in the planning and development of staff development programs. Workers are assigned responsibility for designated employee or occupational categories and conduct training needs analyses, and develop and implement training programs. Positions exercise considerable independent judgment in designing training curricula, engaging trainers and administering training funds.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of the MCPS organization. Working knowledge of upward mobility concepts, career ladder and career pathways planning. Ability to design, develop, conduct and/or facilitate the presentation of employee professional development programs. Ability to objectively analyze and make recommendations on training needs. Ability to function as a consultant to organizational units to facilitate resolution of problems facing those units. Ability to supervise other employees. Excellent oral and written communications and human relations skills. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters degree preferred. Considerable experience in education, management, organizational behavior, or business required. Experience in planning, implementation and evaluation of employee training programs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to lift/move material and equipment weighing up to sixty pounds required in setting up training sessions.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to occasionally work extended hours.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Takes a leadership role in working with OOD staff and other MCPS offices to provide professional development for support professionals, ensuring that federal, state and district requirements are met. (e.g.: NCLB, COMAR, OSHA).

2. Supports and models culture of respect for the purpose of building trust, collaborative partnerships and strong teams within school programs.

3. Collaborates with all three employee unions to understand the unions' perspective with school system initiatives that impact support professionals.

4. Creates and maintains a culture of professional growth and high expectations.

5. Supports the implementation of the Supporting Services Professional Growth System.

6. Interacts with community groups, governmental agencies at the state and local levels, and with institutions of higher education to represent the interest of the Montgomery County Public Schools.

7. Participates in personal training and developmental activities to maintain currency with best practices as they relate to professional development and growth for support professionals.

8. Exercises coordination and supervision of clerical staff, consultants, and course facilitators engaged in employee training.

9. Represents the department and its programs on a variety of standing committees and councils within the school system and with a number of outside agencies and institutions; represents department and division with universities and professional organizations.

10. Provides consultative assistance to various offices, schools, other departments and divisions within MCPS with respect to training and operating problems.

11. Identifies specific behavioral objectives, and designs programs to facilitate participants' achievement of specified objectives including selection of instructional materials and media support.

12. Investigates research and special studies on training technology and makes recommendations on suitability for program incorporation. Insures that training and instructional materials to be utilized have been pre-tested for learning effectiveness and economy.

13. Maintains contractual relationship with training developers, instructors, and assessors.

14. Coordinates registration of supporting services employees in training programs.

15. Prepares a variety of reports, including financial, statistical, assessment, evaluation, and status.

16. Develops and recommends annual budget; plans and schedules expenditures of funds allocated for programs, contracting for services outside the school system when indicated; manages budget to insure maximum benefit at minimum cost.

17. Administers/coordinates professional development training materials negotiated funds.

18. Coordinates the development, implementation and scheduling of professional development workshops, orientation sessions, technical skills courses, and leadership conferences tailored to meet identified training needs; contracts for instructional services to supplement division staff instruction.

19. Coordinates the issuance of all records of professional development training, for supporting services employees.

20. Directs preparation of instructional manuals.

21. Arranges for facilities for professional development workshops and courses.

22. Provides instruction in training courses.

23. Monitors and periodically updates and evaluates training methods and materials; ascertains program effectiveness through assessment instruments which provide a means to measure training carry-over to job performance.

24. Makes determination of employee training needs based on school system objectives and priorities, job requirements, consultation with school administrators, operating departments, and employees; determines whether training or other interventions are indicated.

25. Administers and maintains the MCPS tuition reimbursement program; confers with and advises MCPS staff on related aspects of professional development to facilitate employee career development.

26. Recommends and writes departmental policy statements and informational brochures and schedules cataloguing employee training activities.

27. Gives information regarding programs on daily basis.28. Performs related work as required.
