SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Office of Human Resources and Development (OHRD) leadership, the career pathways manager leads and participates in the development, planning and implementation of career pathways strategies and initiatives for Montgomery County Public Schools (MCPS) support professionals. Responsible for overseeing, supporting and managing the work of career pathways specialists in the strategic outreach and recruitment of career pathways participants; helping employees identify potential pathways and professional development opportunities. Oversees efforts and leads career pathway specialists to achieve division goals of providing employees all necessary professional development supports; training and guidance in developing interview skills, resume design and navigating MCPS hiring processes. Develops and facilitates training for specialists and support professionals. The career pathways manager evaluates career pathways impact and success, based on data and feedback, and recommends changes to improve effectiveness and participation. The manager collaborates and contributes to the overall success of OHRD through participation on the OHRD staff leadership team. Engages and works collaboratively with SEIU to maintain clear communication and solicit feedback as appropriate. This position exercises considerable, independent judgment in designing and implementing various initiatives to expand employee career advancement and professional development opportunities both within and outside of the school system. Proactively builds and maintains strategic relationships within the academic and professional community outside of MCPS to expand resources and training opportunities for MCPS employees. Responsible for administering and managing funds associated with these initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of the MCPS organization, including supporting services structure, job grades/classifications, salary structures, current MCPS career pathways, career opportunities and hiring processes. Working knowledge of upward mobility concepts, career ladder and career pathways planning. Ability to design, develop and conduct, and/or facilitate the presentation of programs associated with the career pathways initiative, related professional development programs, job fairs, and other initiative related programs which may be offered from time to time. Ability to obtain and objectively analyze data, program effectiveness and hiring/retention trends in order to make recommendations to improve effectiveness and present career path options. Ability to collaborate with and serve as a consultant to other units, departments and offices to facilitate alignment with career pathways initiatives. Ability to supervise other employees. Excellent oral and written communication and human relations skills. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Master's degree preferred. Considerable experience in education, program management, employee development, organizational behavior, or business required. Experience in project management, successfully planning implementing career-related initiatives and SSPGS, professional development programs. Evidence of successful supervisory experience or comparable leadership role, training experience; experience in conflict resolution, mentoring, and/or working with adults. Participation in special projects in a variety of settings is desirable. Other combinations of education, training and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Under direction, leads the development and implementation of career pathways strategies and initiatives.

2. Develops program goals and corresponding metrics to track program successes and challenges.

3. Remains current on trends and conducts research related to career pathways, career development, required training and qualifications and utilizes findings to inform effective program planning.

4. Conducts analysis of system hiring and retention trends to identify opportunities for program engagement and expansion.

5. Collaborates with MCPS offices to stay updated on changing organizational structures, positions, roles and responsibilities of existing positions and the development of new positions.

6. Maintains knowledge of onboarding initiatives and actively pursues opportunities to market and highlight career pathways opportunities.

7. Supervises, leads and supports the work of career pathways specialists; serves as advisor and resource in complex matters and client needs.

8. Oversees the work of career pathway specialists; assesses data and feedback to evaluate progress and alignment of efforts with OHRD goals; analyzes success of initiatives and employee participation; and recommends improvements as needed.

9. Engages SEIU to ensure ongoing communication and collaboration to maintain transparency and cooperative efforts.

10. Models and participates in providing guidance, training and resources to employees seeking to advance their careers or professional development opportunities as needed.

11. Works collaboratively with internal and external stakeholders to advance strategies and expand career pathway opportunities and training opportunities for support professionals.

12. Provides professional growth opportunities for career pathway specialists to ensure maximum effectiveness and knowledge of current and/or changing MCPS organizational structures, internal career progression opportunities, and current training methods.

13. Engages external partners and academic community to build resources and increase professional growth opportunities for supporting services employees.

14. Takes a leadership role in collaborating with OHRD staff and other MCPS offices in providing guidance and support to MCPS support employees in career planning, related professional development planning, both within and outside the school system.

15. Provides OHRD leadership with data and reports to communicate effectiveness of initiatives and areas that need further support and development.

16. Develops and implements communication plans and marketing to increase participation and awareness of career pathways, professional development and training opportunities.

17. Serves as liaison to other MCPS offices and central office leadership to promote career pathway opportunities and garner support for initiatives.

18. Performs other related duties as required.
