SUMMARY DESCRIPTION OF CLASSIFICATION: MCPS is committed to professional growth systems for all employees to support professional growth and employee success in improving the teaching, learning, and management processes, and to promoting an environment of collaboration, high expectations, equity and mutual respect. Under the direction of the Director of the Department of Professional Growth Systems (DPGS), the liaison is a member of the PGS Team. The Executive Vice President of the Service Employees International Union (SEIU) Local 500 with the concurrence of the union Executive Board assumes the full-time role of the Liaison if an employee of MCPS. If the Executive Vice President is not an MCPS employee, the Executive Board of SEIU Local 500 would appoint the Liaison. As a member of the SEIU Local 500 Executive Board, the liaison represents the organization on all issues related to all the Professional Growth Systems (PGS) in the Montgomery County Public Schools. This individual is assigned to the DPGS and works to support all the PGSs, and ensure the collaboration of all unions in implementing these systems. The Liaison for the SSPGS is the co-chair for the SSPGS Peer Review and Assistance (PAR) Panel, chairs the SSPGS Implementation Team and serves as a member of the A&S PGS and Teacher PGS Implementation Teams and ensures the coordination and implementation of the SSPGS. This individual serves as the liaison between SEIU Local 500, its unit members and OHRD. The Liaison collaborates to ensure there is a commitment to fostering and sustaining The Organizational Culture of Respect through supports and structures that are embedded throughout the system. This individual works with the other employee organizations to problem solve and improve issues of workplace culture. The individual co-chairs the Collaborative Management Coordination Committee (CMCC) with other union liaisons. This individual should have strong interpersonal and facilitation skills and be committed to collaboration with all stakeholders for the benefit of students. The individual has working space at SEIU Local 500 and OHRD.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of the MCPS organization and policies. Knowledge and experience in implementing the three professional growth systems. Knowledge of the three negotiated contracts and the Organizational Culture of Respect Compact. Working knowledge of upward mobility concepts, career ladder and career pathways planning. Ability to conduct and/or facilitate the presentation of employee professional development programs. Ability to objectively analyze and make recommendations on training needs. Ability to function as a consultant to organizational units to facilitate resolution of problems facing those units. Excellent oral and written communications. Ability to work effectively with administrators, colleagues, central office and school based staff, students, parents and community. Demonstrated skill and ability to work well with adults in multi-stakeholder groups. Skilled in data-driven decision making and use of technology. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor¿s degree required. Master¿s degree preferred. Considerable experience in education, management, organizational behavior, or business. Experience in planning, implementation and evaluation of employee training and performance programs. Experience working with professional growth systems Peer Assistance and Review (PAR) panel preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

As a member of DPGS, works collaboratively with offices in implementation of the MCPS PGSs.

Co-chairs SSPGS PAR Panel

Ensures the accurate collection of PAR data.

Acts as a liaison with the OHRD related to supporting services personnel issues that are an outgrowth of PAR issues.

Ensures the annual revision of the SSPGS Handbook and the PAR Handbook.

Serves as the primary SEIU Local 500 contact for all issues and concerns related to the implementation of the PGSs.

Facilitates the SSPGS Implementation Team and serves as a member of the A&S and Teacher PGS Implementation Teams.

Co-chairs the Collaborative Management Coordinating Committee with the other union vice presidents that fosters collaboration and expands conflict management efforts.

Collaborates with all employee unions to support the Organizational Culture of Respect.

Works collaboratively with OHRD and other employee organizations to foster greater integration between the professional growth systems.

Performs related duties consistent with the scope and intent of the position.
