Security Specialist

SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of cluster security coordinators in the Department of Systemwide Safety and Emergency Management (DSSEM), the security rover provides school safety, security, and emergency preparedness services to assigned elementary schools, secondary schools, and central office locations as needed. Assists and provides direct school safety, security, and emergency preparedness training to elementary school administrators, staff, and on-site emergency team (OSET) members and to secondary schools as directed. May be assigned to support secondary schools on a limited basis to address staffing concerns or the need for additional temporary security staff due to a serious incident. Serves as a participating member of the DSSEM rapid response team to assist schools who are experiencing a critical or life-threatening incident. Assists schools in, school-level security investigations, behavioral threat assessments, and conducting of emergency preparedness drills.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of procedures and practices for ensuring the safety and welfare of others. Knowledge of behavior management techniques. Knowledge of security practices and procedures. Investigative procedures knowledge. Must know, or have the ability to rapidly acquire specific knowledge of, school and MCPS policies and procedures on student attendance, suspension, student involvement, and standards of student behavior. Ability to make decisions support others and take decisive actions in crisis or emergency situations. Ability to communicate clearly with groups and individuals from various backgrounds, cultures and ages in various settings and situations. Ability to communicate effectively with students and staff, and to understand the role of each staff member having responsibility for student attendance, behavior, and building security. Ability to work harmoniously with staff and students and to perform assigned tasks under team leader supervision. Ability to be and remain flexible and quickly build relationships. Excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. College coursework in criminology, law enforcement, or related fields. A minimum of two years of experience in work involving the welfare and safety of students or others in an educational environment. Training or experience in de-escalation, proper restraint methods, negotiation, mitigation in crisis situations. Training or experience in behavior threat assessment practices. Experience in investigation required. Minimum of two years of experience in safety and security of persons and property, preferably as a police officer. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland class C noncommercial driver's license, or equivalent. First aid, CPR, AED, and Stop the Bleed certification/training.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to work flexible hours, including weekends, as assigned by the principal, security team leader, or cluster security coordinator to provide maximum security coverage. Required to occasionally work overtime. Required to wear the designated security uniforms. Use of own transportation may be required to travel to multiple locations as necessary (with mileage reimbursement in accordance with MCPS practices/processes).

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides school safety, security, and emergency preparedness services to assigned elementary schools and secondary schools as directed.

Assists in the review and approval of school and facility emergency plans and school safety assessments.

Serves as an active member of the DSSEM rapid response team to assist schools in critical or life-threatening incidents or emergency situations.

Assists in the review and approval of school and facility emergency plans and school safety assessments.

Conducts interior and exterior campus checks for safety/security deficiencies, vandalism, graffiti, or damage to property and documents and reports findings to inform DSSEM response and/or corrective actions.

Checks and assesses access control, visitor management, CCTV, and alarm systems for deficiencies and documents and reports findings to inform DSSEM response and/or corrective actions.

Proactively establishes and maintains relationships with school administrators, staff, students and parents to build rapport, trust and positive engagement for the purposes of increasing the security rover's impact and effectiveness in day-to-day and crisis situations.

Participates and assists during school emergency drills and provides feedback on improving the response.

Serves on school-based student and family outreach/support team to make home visits to check on students in crisis and/or having issues with virtual learning as requested.

Supports the Maryland Safe Schools Tip Line and conducts follow-up investigations regarding tips and takes appropriate actions as needed.
Responds to after-hour calls/emails that involve serious and life-threatening incidents and coordinate with cluster security coordinators, law enforcement officers, and detectives.

Engages in community outreach services in conjunction with other service providers; and participates in student mentoring and relationship building activities.

Provides First Aid, CPR, AED, and Stop the Bleed actions whenever necessary.

Documents work-related activities for accountability and tracking purposes.

Maintains and accounts for all MCPS-issued property, such as laptop, cell phone, radio, etc.
