SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction of the Coordinator, Grants Support, is responsible for functions and activities associated with grants management to support existing grants and to bring in new grants. Responsibilities include, but are not limited to: identify, obtain, process, and track federal, state, foundation and private enterprise grants in Montgomery County Public Schools (MCPS). Collaborates with, and supports MCPS teams / offices in their management of grants, including implementation, reporting, evaluation, and compliance. Follows grant application processes to completion and seek feedback from funders for unsuccessful MCPS applications. Monitors Maryland State Department of Education (MSDE) and other grant sources for grant announcement, analyzes the opportunities for appropriateness and relevance to MCPS goals and programs, and communicates information with appropriate MCPS offices. Conducts financial monitoring of grants, prepares and submits budget amendments and related documents, manages timelines and tracking of grants, and ensures grants remain in compliance. Manages and completes programmatic and fiscal monitoring. r Collaborates with other agency and county partners in pursuit, preparation, and/or submission of grants. Proactively promotes awareness of grant benefits and resources throughout MCPS. Maintains documentation, assists unit managers and budget specialists on grant issues, and provides training as needed. Assists with other duties as requested or assigned. Physical Demands: None. Special Requirements: Occasional night and weekend work.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of federal, state, municipal, and private grant resources. Advanced technical writing skills with experience in completing successful grant applications, program and budget narratives. Advanced fiscal skills related to the development and management of grant budgets and financial monitoring. Strong proficiency in Microsoft Word, Excel, PowerPoint, Google, and database management. Strong management and organizational skills.Knowledge of the range and scope of activities, interests, and potential within MCPS and the ability to match with grantor needs. Knowledge of and ability to analyze grantor procedures, guidelines, preferences, and requirements and assure that MCPS applications are consistent with these. Thorough understanding of standard grant procedures and the lifecycle of grants management .Strong spreadsheet (Excel) skills and understanding of fiscal management best practices, including compliance. Ability to work both collaboratively and independently and, when necessary and appropriate, act as liaison with grantors. Ability to coordinate and conduct trainings for MCPS program managers. Excellent communication and human relations skills. Knowledge of or the ability to quickly learn and meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Master’s degree required. College course work in business, public, or educational administration. Experience in grants management, including grant seeking and grant writing, developing fiscal plans, fiscal monitoring, reporting, and creating budget narratives, developing and managing a government or business operation, addressing government, business and professional organizations, and supervising and coordinating staff. Trained in word processing, spreadsheets, grants and database management. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License: None.

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.)Identify, research and analyze new grant opportunities with federal, state, local, and private granting agencies suitable for MCPS.Interprets grant guidelines and provides information to appropriate MCPS staff.Oversees grant processing for MCPS departments. Review and analyze grant applications for compliance with grantor preferences, requirements, and future commitments.Coordinates MCPS internal review process and analysis of consistency with MCPS programs.Support the development of grant applications including preparation of programmatic and narrative sections in collaboration with MCPS offices for whom the funding is being sought. Leads meetings and provides guidance, training, and technical assistance to MCPS offices related to grant applications.Review and analyze proposed federal and state legislation as it relates to policy affecting revenue sources available to MCPS’s and evaluates MCPS’s status in relation to distribution of revenue among other jurisdictions.Develop and maintain liaison with potential and current grantors obtaining important information for coordination and acquiring feedback as needed on unsuccessful MCPS applications.Engage with outside government agencies and private organizations.Develop strategies to gain more equitable and favorable distribution of resources to MCPS.Engage in programming and financial monitoring and creates relevant reporting and actions as needed.Advise MCPS management of funding issues involving federal, state, and local sources.Provide and coordinate training for MCPS program managers on grant application procedures and grantor requirements.Provide overall coordination and fiscal monitoring for grants and other selected revenue sources with MCPS teams and offices.Complete assigned tasks in the preparation and administration of the MCPS’s operating budget.Performs related work as required.
