SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of Communications. provides expert-level support, development, and maintenance of Episerver/Optimizely .NET web platforms and applications while also managing our server relationship with Optimizely. May oversee the work of IT systems specialists and other technical staff, as assigned. May provide guidance and assistance to vendors and/or full-, part-time, and/or hourly employees, as required. The role involves designing, developing, and maintaining the MCPS website and digital platforms using Episerver/Optimizely and .NET, ensuring performance, scalability, and security while collaborating with developers, designers, and content managers. Responsibilities include creating custom content types, troubleshooting issues, and optimizing existing code. The position also manages the relationship with Optimizely, overseeing service-level agreements, system updates, and technical support. Additionally, the role includes leading digital development projects, providing technical guidance, managing project timelines and resources, and collaborating with stakeholders. Testing and quality assurance are key components, as well as creating documentation and training staff on CMS usage.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of practices related to the internet/intranet, content management systems including use, modification (visual and functional) and integration with other services, and e-commerce, as well as alternative enterprises and systems architecture; ability to use all current internet technologies; Skill in developing, delivering, and maintaining quality enterprise deployment systems; Ability to work in a collaborative, innovative, flexible and team-oriented environment. Ability to effectively lead work teams and facilitate process design sessions; Ability to determine priorities, allocates resources, manage projects, measure and analyze results. Flexibility, adaptability and the ability to learn quickly in various technical and creative environments, while delivering quality work by tight deadlines. Excellent interpersonal skills and proven ability to build productive relationships with a wide range of stakeholders both internally and externally. Ability to communicate effectively, both orally and in writing. Must be proficient in developing solutions using the .NET framework within the Episerver/Optimizely CMS platform and possess excellent communication and project management skills to manage vendor relations. Receives general supervision from a manager or coordinator. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent experience. Minimum of 3-5 years of experience in web development, specifically with the Episerver/Optimizely platform and .NET framework. Strong proficiency in C#, ASP.NET MVC, JavaScript, HTML5, CSS3, and related web technologies. Experience managing relationships with external vendors or service providers. Familiarity with cloud hosting environments, including Azure or AWS, is preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Certification in .NET programming development.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Development & Maintenance:
Designs, develops, and implements new features and functionality for the MCPS website and other digital platforms using Episerver/Optimizely and .NET.

Maintains and optimizes existing code for performance, scalability, and security.

Collaborates with other developers, designers, and content managers to deliver high-quality digital experiences.

Creates and manages custom content types, templates, and workflows within the CMS.

Troubleshoots and resolves issues related to website performance, bugs, or user interface problems.

2. Vendor & Relationship Management:
Serves as the primary point of contact between MCPS and Optimizely, ensuring seamless communication and collaboration.

Manages the service relationship with Optimizely, overseeing updates, system performance, and technical support.

Coordinates with Optimizely's support team for upgrades, feature requests, and any platform-related inquiries.

Monitors service-level agreements (SLAs) to ensure that Optimizely meets MCPS standards for uptime and performance.

3. Technical Project Management:
Leads and oversees digital development projects from concept to completion, ensuring alignment with MCPS goals and timelines.

Provides technical leadership and mentorship to other members of the web development team.

Assists with project scoping, including estimates of time, costs, and resources.

Collaborates with internal stakeholders to identify requirements, solutions, and process improvements.


4. Testing & Quality Assurance:
Develops and implements comprehensive testing strategies for Episerver/Optimizely projects to ensure functionality across multiple devices and browsers.

Perform unit testing and code reviews to ensure adherence to best practices and standards.

5. Documentation & Training:
Creates and maintains technical documentation for custom applications and processes.

Provides training to staff on how to use the CMS effectively, including content management, editing, and publishing workflows.
