WORKING TITLE: IT Systems Engineer, Web Services GRADE: 27 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of Public Information and Web Services performs the engineering and design work required to develop and support system-wide internet and intranet architectures, strategies, and technology programs assists. Provides leadership to the web services team as lead project manager and technical expert on design, implementation, maintenance, and day-to-day operations of enterprise-wide infrastructure; Under general supervision coordinates the work of web producers, systems programmer and other staff, as assigned. Provides guidance and assistance to full and part-time, and support professional employees, vendors, and contractors, as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of practices related to the internet/intranet, content management systems including use, modification (visual and functional) and integration with other services, and e-commerce, as well as alternative enterprises and systems architecture; ability to use all current internet technologies; Skill in developing, delivering, and maintaining quality enterprise deployment systems; Ability to work in a collaborative, innovative, flexible and team-oriented environment. Ability to effectively lead work teams and facilitate process design sessions; Ability to determine priorities, allocates resources, manage projects, measure and analyze results. Flexibility, adaptability and the ability to learn quickly in various technical and creative environments, while delivering quality work by tight deadlines.Excellent interpersonal skills and proven ability to build productive relationships with a wide range of stakeholders both internally and externally. Ability to communicate effectively, both orally and in writing. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Three to five years of progressively more responsible experience in user support and technology administration. Professional experience using agile design and development methodologies. Front-end and back-end development experience. Experience with seamless integration of front- to back-end functionality. Experience in development of HTML, JavaScript, CSS, and multimedia creation with HTML5 and Flash. Experience with some or all of the following: Net, Java, XML, PHP, SQL, MS SQL Server, ColdFusion, IIS, Apache, and Windows Server environments. Experience with open source tools and projects. Experience with cloud computing environments, including Amazon Web Services and Windows Azure. Experience working with multi-lingual content. Experience working with encoding and streaming video. Proven track record of managing conflicting and competing priorities effectively, and the ability to deliver results within set timeframes. Proven ability to be innovative, develop creative solutions and be change orientated. Experience in at least one modern dynamically typed web coding language. Experience of good development, deployment and support practices. Experience developing, presenting training to staff. Other combinations of applicable education, training, and experience, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Microsoft Certified Architect Program preferred

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership to the development, design, testing and delivery of all school system web sites, applications and components.

Designs enhancements and manage defect resolution on an ongoing basis. Identify and utilize best practices and design methods to ensure the success of all projects.

Creates web applications and components from the requirements stage, through design, production and deployment.

Manages special projects as assigned.

Creates or modifies website functionality and appearance to meet new school requirements, including both code and style sheet changes.

Liaison with web team staff and external suppliers in regard to new website developments, including elements of: requirements analysis and definition; collaborative development; and technical and user testing.

Advices to web services staff on content issues.

Assists with the management and maintenance of all software and hardware systems required to carry out the program assigned.

Provides orientation, mentoring, training, and staff development for staff.

Serves on cross-functional teams, as assigned, and create long-range plans for the adoption of new technologies.

Manages databases associated with websites, in conjunction with other members of the web team.

Attends meeting to discuss technical requirements and work closely with program managers, coordinators, and directors as a technical expert.

Performs related duties as assigned.
