WORKING TITLE: IT Systems Engineer - DBIS GRADE: 27 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Provides expert-level support for -enterprise-wide technology applications and platforms. Employs a multi-discipline approach to requirements engineering, solutions engineering, reliability, resiliency, solutions development, research and development integration, test and evaluation, maintainability and analysis across application architectures. Assists with the design, implementation, maintenance, and day-to-day operations of enterprise-wide infrastructure; performs project management as the lead technical expert for a specific program area; and performs related duties, as required or assigned. Prepares and reviews Request for Information (RFI) and Request for Proposal (RFP) responses to identify new technologies. Establishes and maintains vendor relationships and works with contracted personnel. May provide guidance and assistance to vendors and/or full-, part-time, and/or hourly employees, as required. Provides input for strategic roadmaps and systems engineering products to help ensure program rigor, resolve potential gaps, drive cross-cutting integration, ensure data is protected appropriately, and ensure capabilities are met. Defines repeatable processes and procedures for transitioning new technologies and integrating new applications into the current infrastructure. Collaborates with functional and technical users, creates use cases for individual projects at the necessary multiple security levels. Identifies, troubleshoots, researches, and resolves routine issues on varied systems, platforms, and applications to ensure system security, confidentiality compatibility, and functionality according to policies, procedures, and regulations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Can demonstrate knowledge of standard computer and network operating systems, protocols, and software with advanced proficiency in using standard and ad hoc applications; knowledge of, or ability to quickly learn, instructional technology requirements; ability to determine priorities, allocate resources, manage projects, measure and analyze results; and ability to communicate effectively, both orally and in writing. Ability to perform and/or monitor technology upgrades and maintenance; implement and monitor the applications; respond to issues in a timely manner; prevent client impacts, and performance degradation. Ability to leverage software development and industry standard solutions to automate tasks required. Understands the relationships between components within the solution as well as with non-solution components. Knowledgeable and experienced in using and applying API, SOAP, WSDL, JSON and XML based solutions preferred. Understands Oracle cloud fusion tools (i.e. - OTBI, Power BI, ODBC) preferred. EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. College course work in computer related fields. Three to five years of progressively more responsible experience in user support and technology administration. Other combinations of applicable education, training, and experience equivalent to a bachelor's degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered. Experience in working with enterprise legacy systems and cloud platforms. Experience with managing a mixture of legacy code and modern technology. Experience in working with remote contracting teams. Experience in creating workflow diagrams and gathering business requirements. Experience writing and maintaining scripts for infrastructure automation. Proficient in Java, SQL/PL, Node.js, PHP, Python, Ruby, Go, or .NET. preferred. Unix and Linux experience preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Microsoft Certified Architect Program or Oracle Cloud Fusion Certification(s) preferred

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Performs all tasks associated with the IT systems support specialist.

2. Provides technical leadership for an assigned program.

3. May supervise technical aspects of work.

4. May act as a project lead performing project management duties.

5. Assists with the management and maintenance of all software and hardware systems required to carry out the program assigned.

6. Prioritizes, schedules, and allocates technology support resources for the program assigned.

7. Provides support for instructional and administrative computer technology and resolves technical support issues that may interrupt the delivery of instruction and administrative services.

8. Diagnoses and assists in the resolution of complex issues related to infrastructure, servers, and local and wide area networks.

9. Participates in the hiring process.

10. Provides orientation, mentoring, training, and staff development for staff.

11. Provides input into the evaluations of designated technical staff.

12. Serves on cross-functional teams, as assigned.

13. Plans state-of-the-art technology developments.

14. Creates long-range plans for the adoption of new technologies.

15. Participates in the design of enterprise-wide infrastructure.

16. Designs and recommends specific technology solutions based on user requirements.

17. Obtains quotes on hardware and software based on design specifications.

18. Leads research and development related to an assigned system-wide program.

19. Prepares and conducts technical review of various projects and/or specific incidents.

20. Reviews hardware and/or software specifications from different departments and analyzes and reports on configuration issues.

21. Attends meetings to discuss technical requirements

22. May participate in the evaluation of staff.

23. Works closely with program managers, coordinators, and directors as a technical expert.

24. Ensures collaboration with other technology teams

25. Creates or edits acceptable policies and procedures.

26. Evaluates the success of technology initiates and delivers presentations.

27. Builds business and financial models for new technology.

28. Creates and maintains configuration and design documentation.

29. Maintains visibility into the product roadmap and ensures technical pathways exist to implement solutions.

30. Participates as an advisor in demonstrations, prototype efforts, technology risk mitigation and source selection activities.

31. Participates in operational reviews to collect and analyze technical data to identify and resolve existing reliability and availability concerns.
