SUMMARY DESCRIPTION OF CLASSIFICATION: Under supervision, provides student data files required by the Maryland State Department of Education (MSDE) for each MCAP State assessment (ELA, Math, Science, Government/Social Studies, Alternate assessments, and ACCESS for ELLs) administered in elementary, middle and high schools as well as other MSDE student reporting data files. Analyzes and validates student data to determine whether students, schools or the district meet established K-12 education standards. Communicates with central office, principals and school staff over challenges and problems and clarifies and interprets policy with MSDE. Regularly works with embargoed and highly sensitive data. Work is highly technical and detailed with a commitment to quality assurance.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the MCPS organization or other large diverse school system as well as K-12 student data systems. Considerable knowledge of the Maryland state assessments, the Maryland graduation requirements and the underlying measures included in the Maryland School Report Card issued annually per the Every Student Succeeds Act (ESSA). Considerable knowledge of Microsoft Office, web applications, and other statistical and programming applications such as SPSS and SQL. Expertise in data collection methods, data analysis, and report production. Ability to validate data and problem solve the implementation of state and district policies; to perform statistical calculations and to work with web programs for publishing data and reports; to respond to questions from associate superintendents, principals, and other school staff on interpretation of results and analyses. Attention to detail and the ability to establish a review process to create error-free and accurate products. Ability to work independently to seek out sources of information and to organize and manage several tasks or projects with concurrent time sensitive deadlines. Collaborates and works well with others using excellent interpersonal skills. Excellent verbal and written communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Three years or more experience in assessment/survey distribution and receipt control of data from a variety of sources; checking statistical data for errors and solving problems relating to statistical data; experience in report writing. Three or more years of experience working in MCPS or other large and diverse school system and communicating with staff (units, departments/schools), parents, and outside community members for distribution and explanation of data and reports. Working knowledge of student data reporting in relation to school system budgets and timelines. Other applicable training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, will be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Processes, analyzes and validates student assessment data to determine if students, schools and the district meet local, State and Federal Every Student Succeeds Act (ESSA) accountability standards and whether students meet graduation requirements.

Compiles student and/or school performance data into clear and concise reports that are helpful for school and school system administration teams.

Processes, analyzes, cleans and merges student demographic and (pre and post) test file data from various data sources.

Verifies that student data in the student information system is accurate. Writes programs to correct data integrity errors, ability to load and unload data using quality assurance guidelines and appropriate business rules.

Consults with and coordinates with other offices/departments in the preparation of MSDE files such as the Title III ESOL/ACCESS for ELLs file and the High School Data Collection (HSDC) file.

Consults with other offices, departments, and OSA staff to resolve incomplete and inaccurate data.

Consults with MSDE to clarify data requirements and report data inaccuracies, shares information from MSDE with colleagues, other offices and departments, and schools.

Provides student assessment data (including mean scores, percentiles, longitudinal analyses, and passing rates for all ESSA sub groups) to government agencies, executive staff, school administrators and parents (through home reports).

Maintains student assessment data on the student information system; defines elements for each assessment, creates load files to post scores, updates test scores, and deletes scores, as necessary.

Identifies and communicates to schools students that will take State and locally-mandated assessments. Works with vendors and/or MSDE to ensure proper formatting on pre-test files.

Processes and loads Maryland Bridge Project records, test waivers and exemption records.

Works with schools, other school districts and the MSDE to identify students eligible for transfer MHSA scores or credits. Identifies students who may be able to qualify for substitute scores.

Responds to requests for student test records from other school systems.

Responds to complex ad-hoc data requests related to student test data and course completion.

Maintains strict security practices to ensure security of data in a discreet handling environment.
