SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director of Employee and Retiree Service Center (ERSC), assists the director in overseeing the daily technical activities of the unit. Develops and supports the functional and technical processes for identified business systems. Engages with stakeholders in gathering functional and technical requirements, testing, and implementing business solutions. Serves as a liaison between functional and technical teams. Performs analysis, assessment, and planning activities to enhance and streamline the effectiveness and efficiency of business operations and systems. Applies knowledge of systems development methodologies and best practices in the implementation of business solutions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of Human Capital Management (HCM) system such as Lawson (V10 or higher) or Oracle Cloud HCM in areas of Human Resource, Payroll, Financial, Time and Labor, Absence Management and Benefits. Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools, or a similarly complex organization. Knowledge of technical functions, set-up, interfacing and maintenance of applications/software and proven ability to successfully identify and resolve technical issue. Ability to conduct and document business process mapping, develop measurements, and perform analysis. Ability to understand and conform to the techniques and procedures associated with the delivery and deployment of business systems, software testing, communications, and documentation methods. Ability to develop technical and user requirements for emerging technologies. Ability to test applications to ensure compliance with operational requirements to ensure completeness and accuracy. Ability to understand user needs and develop user requirements. Ability to work under severe time constraints. Excellent oral and written communication skills, as well as human relations skills. Excellent time management skills. Excellent analytical and problem solving skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Five years or more experience in product support and deployment activities including business process management and measurement, change management, communications and training associated with new business applications and processes. Exhibits excellent critical thinking, analytical and communication skills. Experience using programming languages, analytical and Oracle Cloud Reporting tools such as Business Intelligence (BI), Oracle Transactional Business Intelligence (OTBI), and database management software including Microsoft Office (MS Access and MS Excel), HTML, SQL, Visio. Project and team management/leadership skills and experience preferred. . Other applicable education, training, and technology support experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Required to operate PC workstations for sustained periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work occasional overtime when urgent work requirements exist or meet deadlines.

Collaborates with functional staff and diverse stakeholders to gather requirements and document business processes associated with business systems.

Collaborates with functional staff and the Department of Business Information Systems in identifying and adapting solutions for business requirements.

Leads implementation of technical and technological solutions, enable to automate existing applications to meet given business requirements.

Maintains and develops user friendly documentation to ensure proper use of an application.

Continually monitors and resolves application issues to ensure efficient and uninterrupted operations.

Participates in meetings to plan, test, and implement changes to the Human Capital Management system as-needed.

Supports functional team in the developing of user acceptance and system integration testing.

Interfaces with vendors and project managers who develop and/or implement HCM systems within MCPS.

Participates in an on-going, self-initiated learning to maintain currency in business process management practices and emerging technologies and shares knowledge and mentors both formally and informally with others as appropriate.

Performs related duties consistent with the scope and intent of the position.
