WORKING TITLE: Technical Analyst, Student Information System GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for operation of the Student Information System software product as implemented for MCPS. This includes maintaining and implementing this system, providing system expertise and guidance to other staff, and participating in and conducting training programs required for proficiency on SIS. Participates in Joint Application Development (JAD) sessions to define user requirements. Responsible for managing the work assignments of Application Specialists for the support of maintaining and implementing SIS.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of SIS is required. Ability to understand and conform to the techniques and procedures of systems development, systems implementation, software testing, and documentation methods. Ability to evaluate systems and software test methods and results to ensure completeness and accuracy. Ability to develop user requirements and structured program specifications. Ability to work under severe time constraints. Excellent oral and written communication skills, as well as human relations skills. Excellent time management skills. Excellent analytical and problem solving skills. High degree of professionalism which includes; attitude, work ethics, taking responsibility, personal incentive, lntra-organizational effectiveness, meeting deadliness flexibility, multitasking, and attention to detail. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Training and experience with project management tools (such as Microsoft Project for Windows) required. Considerable experience in testing, implementing and training of commercial off the shelf (COTS) student systems in particular the Administrative Assistants Limited SIS product required systems (SIS in particular). Considerable experience in managing multi-member teams. Teaching experience in the K-12 environment is highly desirable. Other applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must pass the competency test assigned to this position.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Required to operate PC workstations for sustained periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work occasional overtime when urgent work requirements exist.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises Application Specialists, while working in conjunction with the SIS O&M functional manager, generate and/or resolve job trouble reports, implements enhancements and mandated changes of moderate scope.

2. Performs appropriate administrative duties as required to direct the work of assigned staff.

3. Develops and/or analyzes user requests for enhancements and improvements.

4. Participates in on-going, self-initiated learning to maintain currency in SIS and SIS related tools, and shares knowledge both formally and informally with others as appropriate.

5. Participates in meetings related to SIS such as CCB and requirements specification sessions.

6. Interfaces with the vendors who developed and/or implemented SIS within MCPS. Training MCPS staff on the use of SIS.

7. Administration of the SIS tables. Support of the SIS Application security.

8. Performs related work as required.
