SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, performs technical work related to the certification program. Analyzes official transcripts to determine if Maryland State Department of Education(MSDE) licensure and local employment requirements are met in compliance with MSDE COMAR regulations and policies, local MCPS regulations and policies, applicable negotiated MCEA contract provisions, and applicable Federal mandates advising coursework is needed to maintain, update and retain State educator licensure required for the MCPS teacher, specialist, and administrator positions; provides direction to MCPS teachers, specialists, and administrators regarding licensure status. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of Maryland bylaws regarding licensure requirements and acceptable interpretations. Considerable knowledge local MCPS regulations, policies, procedures and protocol policies, personnel, operations, employment requirements, course work and training required for professional personnel, Federal mandates related to licensure and MCEA negotiated contract agreements. Ability to learn and use various databases and software applications. Ability to create, revise, and implement processes and procedures designed to streamline work and create greater office efficiencies. High level of organization and attention to complex details required. Ability to solve work problems with minimal supervision; ability to objectively analyze and recommend on a variety of personnel actions; ability to learn rapidly and retain information; ability to communicate effectively both orally and in writing. Good human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelor’s degree preferred. Course work in business, public or personnel administration, education, or a related field. Three or more years of satisfactory experience working in certification and various phases of personnel administration required; or two years of satisfactory experience as a Certification Authorized Partner Associate (CAPA). Experience managing and using standard Human Resources database software used to track professional personnel education and certification and experience managing a large volume and variety of complex work and project deadlines efficiently. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Approval by state department of education to make local certification decisions. Certification Authorized Partner Associate (CAPA) to review, process, and enter Advanced Professional Certificate (APC) or Advanced Professional License (APL) renewals preferred.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Provideslicensureservicesand information to MCPS educators (teachers, specialists, and administrators), including information about full licensure for those who have completed or are completing Maryland or out-of-state approved teacher preparation programs; and requirements for the renewal of the advanced professional certificate or license.When needed, aids in reviewing renewal of standard professional certificates.Analyzes college/university transcripts for salary andlicensure renewal purposes, including: appropriate classroom assignments appropriate coursework applicable to salary advancement; or appropriate coursework applicable toward the renewal of the advanced professional certificate or license.Maintains and updates MCPS HR system for MCPS educators, including skills and certification, education, licenses, and salary advancement.Maintains and updates thecertification unit’s tracking database for all MSDE licensure renewal data, including informing the team of status and data.Maintains and updates the MSDE licensure system related to licensure status of MCPS educators, including education, employment, and issuance/renewal of licensure.Updates educator licensure with endorsements via the MSDE testing pathway, which includes updating educator’s licensure to add other teaching endorsements when educators pass appropriate tests.Monitors MSDE contract completion and assists with the task of issuing new yearly contracts for provisionally contracted educators using MCPS applicant tracking or appropriate database.Maintains current knowledge of MSDE requirements for licensure, bargaining unit agreements/contracts, MCPS regulations, etc. and assists in training certification unit members and updates processes and information for the office as needed.Supports and contributes to the review of MCPS certification practices, providing recommendations for improvement of existing practices.Provides backup for senior certification specialists, as needed.Performs related duties consistent with the scope and intent of the position.
