SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision of the Supervisor of Recruitment, Director of Human Capital Management and Supervisor, Employee Recruitment and Retention Team, the recruiter supports the efforts of the district in attracting and hiring the highest quality diverse workforce. In collaboration with the supervisor and Employee Recruitment and Retention Team, the recruiter provides recommendations, participates and leads in the development of a strategic, equal opportunity recruitment plan and is responsible for coordinating and implementing all aspects of the plan that includes talent acquisition to develop and maintain a pool of qualified teachers and support personnel of diverse backgrounds. The recruiter monitors, reports and recommends improvements to the recruitment plan. In addition to using multiple technology platforms, the recruiter travels extensively to cultivate relationships with out-of-state institutions of higher education for the purpose of networking, disseminating information, identifying potential teacher candidates, developing student teacher placement partnerships, and sponsoring events that result in hiring teachers and support personnel. Effectively uses technology, marketing methods and approved social media platforms in the recruitment process.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of local, state, and federal laws, rules, and regulations related to the recruitment and selection of employees. Knowledge of human resources practices, employment and labor laws. Working knowledge of open-ended employment contract processes; and ability to negotiate and administer such contracts. Demonstrated ability to strategically and innovatively recruit qualified candidates for specialized positions. Ability to exert the leadership and initiative necessary to ensure principals have a high-quality, diverse pool of teacher applicants; and offices/schools have highly qualified support position candidate pools. Ability to exercise a high degree of confidentiality, professionalism, poise, tact, and diplomacy to accomplish objectives. Ability to multitask and maintain focus/discipline; work under pressure and in a time sensitive environment with shifting priorities and multiple deadlines; prioritize, organize, coordinate, and implement a variety of recruitment activities, projects, and events; keep and maintain accurate records; problem solve and facilitate groups; and ability to communicate effectively with individuals of various cultural, social, and educational backgrounds, both verbally and in writing. Ability to collaborate and establish partnerships with the business community, institutions of higher education, and community organizations. Ability to travel frequently, approximately three (3) weeks each month. Outgoing and self-motivated with a strong desire to excel. Proficient computer literacy; skills and in-depth knowledge of data mining and internet research. Possess physical and mental stamina commensurate with the responsibilities of the position. Demonstrated ability to work collaboratively with teams and departments. Familiarity with Human Resources business systems, mainly Applicant Tracking Systems. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. A minimum of three or more years of proven experience as a recruiter, some of which has been in a large organization. Experience in developing recruitment and hiring metrics and/or a strategic action plan to meet goals. Extensive experience with establishing and maintaining relationships with outside and partner organizations. Experience with presentations to small and large groups and experience effectively using social media platforms, technology and other contemporary outreach methods for recruiting. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered
CERTIFICATE AND LICENSE REQUIREMENTS: Valid Driver's License Required. Passport or ability to obtain one within first three months of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Lifting of recruitment materials, sometimes weighing approximately 15-35 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including evening/weekend meetings, and recruitment events, especially during the months of November- May and July- August due to the recruitment and hiring season. Over-night travel is required, local and international. Travel expenses are reimbursed in accordance with MCPS regulation.

Under the direction of the Director of Human Capital Management and Supervisor, Recruitment and Retention Team:

Using research, experience and best practices/methods as resources, the recruiter recommends and helps develop a strategic equal opportunity recruitment. Implements, coordinates and monitors all aspects of the approved plan.

Builds applicant sources by researching and contacting out-of-state community services, higher education institutions, employment agencies, recruiters, media, internet sites, etc.

Conducts strategic marketing and communication outreach to increase mass visibility, such as developing social/print media campaigns, selecting appropriate school-specific marketing materials, and/or modifying materials to match specific audiences.

Plans, implements, and attends a variety of recruitment events in identified locations nationwide.

Creates and facilitates engaging multi-media presentations to a variety of audiences.

Builds awareness of the opportunities and benefits of teaching and working in the District.

Identifies, cultivates, and influences diverse top-talent leaders, educators and support personnel to apply and join the District.

Negotiates and administers open contracts with candidates on behalf of OHRD.

Builds and maintains relationships with the community, higher education, and organization leaders, both in-state and out-of-state.

Develops and maintains partnerships with out-of-state institutions of higher education to attract and place student teachers and residency teachers in the District. Develops and maintains partnerships with local community colleges and trade schools.

Devises and implements strategies to engage prospects and drive interest in applying to the District.

Maintains and increases knowledge of hiring trends and new and innovative recruitment methods through professional development, research and collaboration.

Tracks and evaluates the effectiveness of individual strategies and the overall recruitment campaign; makes adjustments and improvements as needed. Manages extensive internal and external communications.

Communicates (both verbally and in written form) with diverse audiences in engaging and inspiring ways.

Collects and analyzes data to make timely decisions, prioritize actions, and prepare reports.

Assists in implementing the District's Recruitment Plan.

Determines applicant requirements by studying job descriptions and qualifications and through collaboration with staffing specialists and relevant offices as needed.

Communicates virtually with team members.

Arranges for visits and travels to identified colleges/communities to recruit.

Performs other tasks related to the position, as assigned.
