Staffing Specialist, Department of Facilities Management

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs responsible specialized work in the administration of recruiting to find the very best person, staffing, and talent acquisition to find appropriate candidates for positions that require a very specific skillset. Work of the class involves recruiting to motivate more candidates to apply for the job, selecting, recommending, and placing candidates in MCPS positions in the Department of Facilities Management. In addition, the specialist is responsible for employee counseling, and identifying promotion opportunities. Employees in this class are responsible for assigned areas of work and for determining appropriate methods and approaches to utilize, develop and carry out required staffing plans and assignments independently. Recruiting responsibilities include developing strategies, in coordination with hiring managers, for recruiting candidates for and specialized positions and chronically vacant positions that are hard-to-fill. Other responsibilities include developing and managing performance management systems including performance measurements and dashboards.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles, practices, and techniques of human resource management, including recruitment, interviewing, placement, and counseling. Knowledge of a variety of occupations and associated terminology. Knowledge and skills in using emerging marketing and recruiting strategies to identify potential candidates and fill vacant positions. Considerable ability to analyze objectively and to make recommendations on a variety of personnel actions. Excellent oral and written communications and human relations skills. Knowledge and skills in developing and implementing performance management systems using key performance indicators and performance dashboard systems. Considerable conceptual, analytical, organizational, and business management skills including strategic planning, quality management, performance measurement and process analysis.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor¿s degree required. Master¿s degree preferred. Course work in business, public, or personnel administration, or a related field. Experience in human resource management and talent acquisition to achieve the office long term strategic vision for human resources planning, preferably in K¿12 or higher education. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: PHR, SPHR, or other Human Resources professional certification preferred.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Travel and flexible hours required. Frequent unpaid overtime and limited use of leave during peak months of employment.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Designs and implements a comprehensive recruitment plan for operational positions in MCPS, specifically in DFM.
Develops and implements advertising and talent acquisition strategies using appropriate internet technology and platforms that is likely to result in the selection and hiring of qualified candidates for specialized and hard-to-fill positions.
Reviews employment applications and interviews applicants to determine qualifications.

Evaluates applicants' qualifications in accordance with established procedures and applicable laws and refers those best qualified for interviews.

Monitors number of qualified applicants in area(s) of functional responsibility and initiates recruitment action.

Insures that vacant positions in area(s) of responsibility are staffed on a timely basis with qualified applicants.
Collaborates with administrators and hiring managers to develop, improve, and implement strategies to recruit and hire qualified individuals for chronically vacant positions.

Maintains regular contact with administrators or supervisors in area(s) of responsibility to accomplish necessary staffing and related personnel services.

Prepares recommendations for resolution of personnel issues, and performs related activities such as presenting at and attending appeals of disciplinary actions.

Develops and implements performance management systems that use key performance measures through a dashboard system.

Counsels employees on matters such as promotion, career interests, MCPS regulations, policies, and special problems.

Provides interpretation of MCPS regulations, policies, procedures, and applicable law to administrators, applicants, grievances, and others.

Processes a broad range of personnel transactions relating to promotions, demotions, reassignments, voluntary/involuntary transfers, position modifications, and related actions.

Prepares written recommendations, reports, and analyses on a variety of personnel matters such as employment discrimination complaints, balanced staffing, policies and procedures, applicant/staffing status, recruitment approaches and results, and abolishment of positions.

Participates in recruitment activity such as career day programs, college/university interviewing, and related industry organizations.

Establishes new partnerships with community colleges and technical schools.

Performs detailed analysis of staffing allocations for principals and other administrators and advises on allocation usage and staffing.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
